According to the program of the 5th Session, today, June 21, the National Assembly held a plenary session in the hall, spending the whole day discussing the draft Law on Land (amended); the results of collecting public opinions on the draft Law on Land (amended).
The session was broadcast live on Vietnam National Assembly Television.
Previously, this draft law was discussed in groups on June 9. At the meeting, Minister of Natural Resources and Environment Dang Quoc Khanh said that this draft law has so far received more than 12 million comments.
A new point of this draft law is to remove the land price framework and apply a new land price list from 2026. Accordingly, the draft Land Law (amended) continues to stipulate that the land price list is issued annually to ensure that land prices are consistent with market principles. However, it adds a provision on transitional implementation in the direction of continuing to use the current land price list until December 31, 2025 so that localities have enough time to develop and issue new land price lists in accordance with the new provisions of the Land Law.

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly heard:
- Member of the Standing Committee of the National Assembly, Chairman of the Economic Committee of the National Assembly Vu Hong Thanh presented a Report explaining, accepting and revising the draft Law on Cooperatives (amended); then, the National Assembly voted to pass the Law on Cooperatives (amended), with the following results: 472 delegates participated in the vote (equal to 95.55% of the total number of National Assembly delegates), of which 466 delegates approved (equal to 94.33% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates), and 5 delegates did not vote (equal to 1.01% of the total number of National Assembly delegates).
- Member of the Standing Committee of the National Assembly, Chairman of the Committee for Science, Technology and Environment of the National Assembly Le Quang Huy presented a report explaining, accepting and revising the draft Resolution on investment policy for the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province; then, the National Assembly voted to pass the Resolution, with the following results: 472 delegates participated in the vote (equal to 95.55% of the total number of National Assembly delegates), of which 471 delegates approved (equal to 95.34% of the total number of National Assembly delegates), and 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates).
Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly heard:
- Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented a report explaining, accepting and revising the draft Law on Civil Defense; then, the National Assembly voted to pass the Law on Civil Defense, with the following results: 475 delegates participated in the vote (equal to 96.15% of the total number of National Assembly delegates), of which 469 delegates approved (equal to 94.94% of the total number of National Assembly delegates), 3 delegates did not approve (equal to 0.61% of the total number of National Assembly delegates), and 3 delegates did not vote (equal to 0.61% of the total number of National Assembly delegates).
- Minister of Public Security To Lam, authorized by the Prime Minister, presented the Report on the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level. After that, the National Assembly discussed in groups the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
Afternoon
Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy present a Report on explanation, acceptance and revision of the draft Law on Protection of Consumer Rights (amended); then, the National Assembly voted to pass the Law on Protection of Consumer Rights (amended), with the following results: 465 delegates participated in the vote (equal to 94.13% of the total number of National Assembly delegates), of which 463 delegates approved (equal to 93.72% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.40% of the total number of National Assembly delegates).
The National Assembly discussed the Water Resources Project (amended) in the hall. At the discussion session, 21 delegates spoke and 2 delegates debated, in which the majority of delegates basically agreed with the necessity of amending the Law to promptly institutionalize the Party's policies and guidelines, overcome the limitations of the current Water Resources Law, handle overlapping and overlapping contents with other Laws, perfect the legal framework for water security, mechanisms and policies to encourage socialized resources, price water resources, use and allocate revenue, manage and exploit water resources effectively and economically.
To continue perfecting the draft law, delegates focused on discussing: the name and scope of the Law; protection of water resources and restoration of water resources; regulation, distribution and exploitation and use of water resources; economic tools, policies and resources for water resources; responsibility for state management of water resources; general planning for exploitation and use of water resources; consultation with the community and related organizations and individuals in the exploitation and use of water resources; reservoir and inter-reservoir operation procedures; artificial rain making; registration for licensing of exploitation and use of water resources; responsibility for water resources management, settlement of disputes over water resources;...
At the end of the discussion session, Minister of Natural Resources and Environment Dang Quoc Khanh spoke to explain and clarify a number of issues raised by National Assembly delegates.
