Afternoon: The National Assembly convened a plenary session in the hall, voted to pass the Law on Consumer Rights Protection (amended). Then, discussed the draft Law on Water Resources (amended).

* Previously, at the discussion sessions on the Civil Defense Law project, the establishment of the Civil Defense Fund was a topic of interest and discussion among delegates. Opinions were highly unanimous on the establishment of the Civil Defense Fund.

Explaining and clarifying the content that National Assembly deputies raised at the discussion session on some content with different opinions of the Civil Defense Law project on the afternoon of May 24, on behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense clarified the Civil Defense Fund.

Citing specific examples in urgent situations when dealing with the recent Covid-19 pandemic, General Phan Van Giang said that without special forces and capital reserves, it would be impossible to respond promptly, handle well, and quickly resolve incidents that occurred.

Accordingly, when the Covid-19 epidemic occurred in Ho Chi Minh City, the Army, along with other armed forces and medical forces, were assigned to help areas with strong outbreaks, even beyond the resistance capacity of those areas. However, the Army established 16 hospitals with 500 - 1,000 beds in all three regions of the country; then transported Covid-19 vaccines to all regions; used mobile vehicles to produce oxygen for people...

Emphasizing that without forces and resources, such things cannot be done, Senior General Phan Van Giang said that it is clear that reserve forces as well as capital and funds are needed; when an incident occurs, it cannot be done. Therefore, Minister Phan Van Giang emphasized that early and remote preparation to respond to incidents is very important; he asked National Assembly delegates to support the issue of the Civil Defense Fund.

At the same time, Minister Phan Van Giang also said that there will be appropriate methods to avoid creating new staff, ensuring the fund operates effectively and for the right purpose. At the discussion session, 28 delegates spoke and 4 delegates debated, in which the majority of delegates agreed with the necessity of amending the Law according to the Government's Submission and the Verification Report of the National Assembly's Law Committee in order to promptly institutionalize the Party's guidelines and policies and the State's policies in housing management and development, promote the role of state housing management agencies in implementing housing policies and laws; at the same time, overcome limitations, obstacles, and regulations that are not suitable to the reality of current laws, supplement newly arising issues; legalize sub-law regulations that have been confirmed to be suitable in practice to contribute to socio-political stability, meet the requirements of socio-economic development, ensure security, national defense, and social security; perfect regulations and sanctions to strictly handle violations of housing policies and laws; Ensure consistency and uniformity with other relevant legal provisions such as laws on land, public investment, investment, construction, bidding, urban planning, etc.

The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Resolution on approving the 2021 state budget settlement. The National Assembly voted to pass the Resolution on approving the 2021 state budget settlement.

The results are as follows: 478 delegates participated in the vote, of which 473 delegates approved (equal to 95.75% of the total number of National Assembly delegates), 3 delegates did not approve (equal to 0.61% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.40% of the total number of National Assembly delegates).

The results are as follows: 476 delegates participated in the vote, of which 459 delegates approved (equal to 92.91% of the total number of National Assembly delegates), 10 delegates did not approve (equal to 2.02% of the total number of National Assembly delegates), and 7 delegates did not vote (equal to 1.42% of the total number of National Assembly delegates).
