On the afternoon of August 14, Deputy Prime Minister Tran Hong Ha chaired a national online conference on promulgating and updating the Plan for implementing the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII).

According to a report by the Ministry of Industry and Trade, statistics from 16 localities nationwide that have not yet approved the list of renewable energy sources in Decision No. 262/QD-TTg show that basically all provinces have proposed power source projects with a total capacity scale suitable to the allocated capacity scale.

Through legal review, localities proposed for the second time 124 new wind power projects with a designed capacity of 7,778.9 MW. Of which, 110 projects/6,665.3 MW met the criteria; 132 small hydropower projects with 1,381.9 MW; of which 128 projects met the criteria; 21 biomass power projects with a capacity of 414 MW; 34 waste-to-energy projects with 621.1 MW.

At the conference, the Ministry of Industry and Trade and the Government Inspectorate also reported and explained the fact that a number of projects were proposed by localities but were not added to the Plan for implementing the Power Plan VIII. Of these, 7 wind power projects in Dak Lak province were concluded by the Government Inspectorate to not meet the conditions for implementation and a number of projects are under investigation, or overlap with plans approved by competent authorities.
The conference also heard a number of proposals and recommendations from a number of localities across the country regarding the addition of power projects.

According to the Draft Decision approving the addition and update of some contents of the Plan to implement the VIII Power Plan, 4 power projects have been added to Thanh Hoa province, including: Son Dien Hydropower Plant (13MW), Nhu Thanh Biomass Power Plant (10MW), Nghi Son Waste-to-Energy Plant (20MW), Tho Xuan Waste-to-Energy Plant (12MW).
Giving opinions at the conference, Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem basically agreed with the list of additional power source types, updated for operation until 2030 in Thanh Hoa province according to the draft Plan for implementing the VIII Power Plan prepared by the Ministry of Industry and Trade.

Based on the practical situation and forecast of electricity demand to serve the province's development in the coming time, Vice Chairman of the People's Committee Mai Xuan Liem proposed that the Government and the Ministry of Industry and Trade allow the Cong Thanh Thermal Power Project to convert coal fuel to use LNG gas and increase capacity from 600MW to 1,500MW.
At the same time, add 2 concentrated solar power projects in Thanh Hoa province that have been approved for planning and investment policy, including: Thanh Hoa I Solar Power Plant Project in Nghi Son town and Solar Power Plant Project in Ngoc Lac district to the Implementation Plan of Power Plan VIII.

Vice Chairman of the People's Committee Mai Xuan Liem also requested the Ministry of Industry and Trade to add connection plans for approved power sources to the List of grid projects in the Plan for implementing the Power Plan VIII. Accordingly, in Thanh Hoa province, 2 onshore wind power projects were approved, including: Bac Phuong - Nghi Son Wind Power Plant, capacity 100MW and Muong Lat Wind Power Plant, capacity 200MW. These are 2 large capacity projects, it is necessary to develop a connection plan to the 220kV grid and the People's Committee of Thanh Hoa province has reported the plan to the Ministry of Industry and Trade.
However, the fact that these two projects are not included in the List of Power Grid Projects in the Plan for implementing Power Plan VIII will cause difficulties in the process of selecting investors for implementation, affecting the progress of putting the projects into operation in accordance with the plan and plan for implementing Power Plan VIII.
Therefore, Vice Chairman of the Provincial People's Committee Mai Xuan Liem proposed to add connection plans for approved power sources to the List of power grid projects in the Implementation Plan of Power Plan VIII for these two projects.

The Vice Chairman of the Provincial People's Committee also proposed that the Government and the Ministry of Industry and Trade supplement the small hydropower capacity allocated to Thanh Hoa province to consider adding 5 small hydropower projects whose planning has been approved to the Implementation Plan of the VIII Power Plan.
Specifically, Thanh Hoa province has 6 small hydropower projects approved by the Ministry of Industry and Trade to be added to the Small Hydropower Planning before May 15, 2023. However, according to the draft Plan for implementing the Power Plan VIII, only the Son Dien Hydropower Plant project has been added to the list, while 5 projects (Son Lu - 7MW, Tam Thanh - 7MW, Nam Dong 1 - 12MW, Nam Dong 2 - 12MW, Ban Kha - 7MW) have not been approved in the list in the Plan for implementing the Power Plan VIII...
Concluding the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the spirit of frank discussion of delegates at both the Government and provinces and cities nationwide. The opinions were all enthusiastic, demonstrating a high spirit and responsibility towards the country's energy needs for development.
He emphasized that the Plan to implement Power Plan VIII absolutely does not legalize violations in projects that have been concluded by competent authorities or are under investigation.

The Deputy Prime Minister requested that localities proactively connect and coordinate with relevant agencies to promptly remove obstacles and difficulties, complete legal conditions of projects and report to the Ministry of Industry and Trade for consideration and submission to the Prime Minister for decision.

Regarding proposals to add new projects, such as small hydropower, waste-to-energy, and biomass power, he requested the Ministry of Industry and Trade to review and add them immediately or by 2025, considering the necessity of each project, as these are projects that contribute to environmental protection.
Regarding the proposal of Thanh Hoa province, Deputy Prime Minister Tran Hong Ha assessed that the proposals and recommendations are very necessary and appropriate. He requested the Ministry of Industry and Trade to proactively review and consider adding the power connection plan to the list of grid projects in the Plan to implement the Power Plan VIII for 2 onshore wind power projects, including: Bac Phuong - Nghi Son Wind Power Plant and Muong Lat Wind Power Plant.
