National online conference on promoting public investment in 2024

This morning, July 16, in Hanoi, Prime Minister Pham Minh Chinh chaired the national online conference of the Government Standing Committee on promoting public investment in 2024. Public investment disbursement in the first 6 months of 2024 has not met the set requirements

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that public investment is important for implementing strategic breakthroughs in infrastructure, especially the goal of having 3,000 km of expressways by 2025 and 5,000 km of expressways by 2030.

Although the disbursement of public investment has always been of interest and promoted by the Government, ministries, branches, central agencies and localities, it has not improved much. In the first 6 months of 2024, despite many efforts in disbursing public investment, progress has not yet met requirements.

Therefore, through this conference, delegates actively discussed, clearly stated the achieved results, frankly acknowledged the shortcomings and limitations, including clarifying the reasons why with the same mechanism and policy, some places do well, some places do not, thereby summarizing valuable experiences, good lessons, identifying solutions and tasks to promote public investment in 2024, striving to disburse over 95% of the capital plan assigned by the Prime Minister, contributing to promoting growth.

Reporting at the conference, the leader of the Ministry of Planning and Investment stated that by July 10, 2024, ministries, central and local agencies had assigned detailed tasks and projects of 639.4 trillion VND, reaching 95.5% of the plan assigned by the Prime Minister.

The remaining capital that has not been allocated in detail is 29.9 trillion VND, including: central budget capital of 8.2 trillion VND of 20/44 ministries, central agencies and 21/63 localities; local budget capital of 21.7 trillion VND of 23/63 localities.

Regarding the disbursement situation, the estimated payment from the beginning of the year to June 30, 2024 is 196.7 trillion VND, reaching 29.39% of the plan assigned by the Prime Minister. Disbursement of capital for the Socio-Economic Recovery and Development Program is 4,781.7 billion VND, reaching 78.23% of the plan; the National Target Program is 9,644.6 billion VND, reaching 35.43% of the plan.

According to the report, there are 33 ministries, central agencies and 28 localities with disbursement rates below the national average.

No delay, no waste in using public investment capital

Speaking at the conference, many ministries, branches and localities said that the main reason for the slow disbursement of public investment is due to difficulties in local budget revenue, which greatly affects the capital for public investment of localities; the approval of conversion of forest use purposes, the policy of converting rice land and forest land use purposes must carry out many procedures at many agencies from local to central levels, directly affecting the progress of the project.

On the other hand, the work of compensation, site clearance, relocation of technical infrastructure, construction of resettlement areas, approval of resettlement policy framework, approval of land unit prices are still slow, prolonged, and have not been completely resolved; the shortage of soil and sand for foundation continues to occur; prices of raw materials and fuels fluctuate due to high input materials...

At the same time, many specific solutions and recommendations have been proposed for each project to promote the disbursement of public investment capital in the last 6 months of 2024.

Prime Minister Pham Minh Chinh emphasized: "Public investment capital is the State's and the People's money, it must be used most effectively, without delay, without waste..."

Concluding the conference, Prime Minister Pham Minh Chinh once again affirmed the role and importance of public investment tasks for the socio-economic development of each locality and the whole country, emphasizing that public investment capital is the money of the State and the People, and must be used most effectively, without delay or waste.

The Prime Minister requested ministries, branches and localities to continue to uphold their spirit and responsibility, focus on overcoming all difficulties and obstacles, and effectively carry out the task of disbursing public investment capital according to the requirements and directions of the Government.

During the implementation process, it is necessary to closely follow the Party's resolutions, the leadership and direction of Party committees and authorities at all levels; at the same time, promote discipline, order, and the spirit of innovation and creativity; uphold the spirit of preventing and combating negativity, corruption, waste... in performing assigned tasks.

Regarding the recommendations, the Prime Minister assigned the Government Office to collect and submit to the Prime Minister tasks for ministries, branches, and agencies to resolve according to their authority with the spirit of "clear people, clear work, clear time, clear products, clear results".

At the same time, the Ministry of Planning and Investment is assigned to preside over and coordinate with relevant agencies to study and amend the Law on Public Investment and regulations in related laws towards enhancing decentralization and delegation of power; ensuring publicity, transparency and compliance with regulations.
