This morning, June 13, the Standing Committee of the Provincial Party Committee held the 17th Conference of the Provincial Party Executive Committee, term XVII, 2020-2025, to discuss and approve the Conclusion on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2024 and deploy a number of contents related to the Party Congresses at all levels, term 2025-2030. At the conference, based on the analysis of the causes of achievements, shortcomings, limitations as well as suggestions of Provincial Party Secretary Le Quang Tung, delegates focused on discussing and agreeing with the report of the Provincial People's Committee Party Committee presented by Chairman of the Provincial People's Committee Vo Van Hung and unanimously approved the Socio-Economic Conclusion as a basis for implementation in the last 6 months of 2024.

Accordingly, in the first 6 months of 2024, the province's gross regional domestic product (GRDP) is estimated to increase by 5.02% over the same period last year. The total budget revenue in the area is estimated at VND 2,200 billion, reaching 56.4% of the local estimate and 56.5% of the central estimate, up 20% compared to 2023. The total social investment capital implemented in the province is estimated at VND 9,381.6 billion, up 3.95% over the same period last year and reaching 35.4% of the annual plan.
Total retail sales of goods and consumer service revenue is estimated at VND17,292.82 billion, up 12.29% over the same period and reaching 50.9% of the yearly plan. Import-export turnover through the province in the first 6 months of the year is estimated at 381 million USD, up 27% over the same period, of which exports reached 133 million USD, up 39%, imports reached 248 million USD, up 22%.
Since the beginning of the year, the province has attracted 13 investment projects with a registered capital of VND 2,134.94 billion as well as taking full advantage of the support of the Government, ministries and central branches, focusing on directing the acceleration of the implementation progress of key and dynamic projects of the province.
Tourism activities have shown signs of improvement, with the total number of tourists to Quang Tri estimated at 1,433,000, up 20.2% over the same period, and social revenue estimated at 1,062 billion VND, up 27% over the same period in 2023.
Social, health and educational tasks are given due attention, ensuring the requirements set out. National defense and security are strengthened, ensuring political security, order and social safety. The national target program on new rural construction has 75/101 communes meeting new rural standards, and is currently submitting to the Ministry of Agriculture and Rural Development for appraisal of the dossiers of 2 new rural districts, Vinh Linh and Trieu Phong...
At the conference, delegates discussed and pointed out some shortcomings and limitations such as low growth in the industrial, construction, trade and service sectors and low industrial production index compared to the same period last year. Disbursement of public investment was low; site clearance still encountered many obstacles and difficulties, leading to slow progress of the project, especially the site clearance of the Van Ninh - Cam Lo expressway component project and some other important projects. The provincial competitiveness index has not improved significantly.

In response to the requirements, the Provincial Party Committee discussed 10 groups of tasks and solutions for socio-economic development in the last 6 months of 2024. Accordingly, the province will review the key tasks and tasks in Conclusion No. 497 dated November 29, 2023 and the conclusion notices of the Provincial Party Committee, the Steering Committee for major provincial holidays, the Steering Committee for provincial-level dynamic projects, the Provincial Steering Committee for site clearance related to the socio-economic tasks of the sector, locality, agency, and unit to focus on directing implementation...
At the conference, Head of the Provincial Party Committee's Organizing Committee Phan Van Phung reported on the draft submission and decision to establish sub-committees for the 18th Provincial Party Congress, term 2025-2030, and some contents related to the implementation of party congresses at all levels.
Concluding the conference, Provincial Party Secretary Le Quang Tung analyzed and highlighted the causes and limitations of each issue, thereby requesting the Party Committee, government, agencies and units in the province to closely follow the current practical situation as well as the new laws and new documents of the central government to start implementing in July 2024 synchronously and effectively in the province, and at the same time urgently deploy the development and promulgation of the plan to implement the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050 and related plans for socio-economic development.
Along with that, focus on leading and directing site clearance work, coordinating to promptly handle difficulties and obstacles, and quickly handing over site clearance to serve the implementation of key projects in the province.
Develop a specific plan to implement tasks and solutions to accelerate the disbursement of public investment capital, resolutely handle slow projects and projects that violate investment commitments. Continue to effectively implement budget revenue and expenditure tasks, strive to complete the 2024 state budget revenue estimate, and ensure spending sources to implement the new salary policy and social security policy.
On the other hand, effectively implement programs and projects to improve the investment and business environment, enhance competitiveness, develop enterprises as well as promote and call for investment in key projects in economic zones, industrial parks and tourist service areas of the province in accordance with the planning.
Continue to implement tasks and solutions to improve and enhance the PCI index and strive to improve the provincial competitiveness index. Focus on developing industry and construction in accordance with the planning, in conjunction with the provincial planning; implement solutions to promote growth in the industrial and construction sector, determined to complete the set growth target.
In the cultural and social fields, focus on preparing well for the new school year 2024-2025, ensuring social security, religious and ethnic affairs as well as successfully organizing a series of activities in the 2024 Festival for Peace, the 2024 Festival of Vietnamese Ethnic Cultures in Quang Tri, the 70th anniversary of Vinh Linh District's Traditional Day and the 70th anniversary of the establishment of Vinh Linh Special Zone, the 80th anniversary of the establishment of the Vietnam People's Army. Take care of and implement well the regime and policies for people with meritorious services to the country. Continue to implement solutions to consolidate and strengthen national defense and security in conjunction with directing the successful completion of defense zone drills, disaster prevention drills, and district-level search and rescue drills in 2024.
The Provincial Party Committee, term XVII, highly agreed with the draft submission and decision to establish sub-committees for the 18th Provincial Party Congress, and the Plan to implement Directive No. 35 dated June 10, 2024 of the Politburo on Party congresses at all levels in the province towards the 14th National Congress of the Party.
The Provincial Party Committee authorized the Provincial Party Committee Standing Committee to direct the synthesis and acceptance of direct and written comments at the conference for consideration and signing, as a basis for implementing the next steps.
