On August 15, at the Provincial Citizen Reception Office, the Provincial Citizen Reception Council organized a regular citizen reception to directly dialogue and handle citizens' reflections and recommendations. The reception was chaired by comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Citizen Reception Council; Le Van Anh, Vice Chairman of the Provincial People's Council.

At the reception, after listening to citizens' suggestions and opinions of members of the Provincial Citizen Reception Council, as well as studying relevant documents and legal bases, the Standing Deputy Secretary of the Provincial Party Committee and the Provincial Citizen Reception Council gave directions on resolving a number of specific cases.
Regarding the case of Mr. Nguyen Van Thoa and a number of households in the Sa To Island New Urban Area, Cao Xanh Ward, Ha Long City, who petitioned on granting land use right certificates to households contributing capital to the project in the Sa To Island New Urban Area, the Provincial Citizen Reception Council believes that this is a legitimate petition of the households with the desire to stabilize their housing and lives. Therefore, the Provincial Inspectorate is assigned to inspect and review the project implementation by the investor, the use of the project's land use right certificates and the procedures for granting land use right certificates to households. Based on the inspection results, the Provincial Inspectorate recommends that competent authorities advise on settlement in accordance with the provisions of law, to be completed in September 2024. At the same time, it is requested that the households continue to work with the project investor, Construction Joint Stock Company 507, to properly implement the commitment when signing the contract. The Provincial Citizen Reception Council also assigned the Ha Long City People's Committee to review similar projects. On that basis, it requested investors to completely resolve outstanding issues, ensuring stable lives for people and security and order in the area.

Regarding the case of households in Group 5, Zone 1, Viet Hung Ward, Ha Long City, who petitioned to adjust the land area that is the road that people pass through every day to plant and exploit forests out of the Land Use Rights Certificate of Brigade 147 - Navy and recognize that road as belonging to the people, the Provincial Citizen Reception Council instructed citizens to go to the People's Committee of Ha Long City for consideration and settlement in accordance with the provisions of law.
Also on the same day, the Provincial Citizen Reception Council received and resolved a number of complaints and petitions from citizens in the area. The petitions were directed by the Provincial Citizen Reception Council to be resolved in accordance with legal regulations, protecting the legal and legitimate rights and interests of citizens.
