Education Department "charges" millions per student
On the morning of September 18, reflecting to Thanh Nien Newspaper reporters, many parents in Quang Ninh who sent their children to compete in the 10th National Phu Dong Sports Festival in 2024 were upset about having to pay millions of dong for training and competition fees.

Ms. NTM (a parent in Quang Yen town) said: "My family has a child participating in the National Phu Dong Sports Festival. We thought this was a competition for the education sector of our province, but after the competition ended, we had to pay more than 4 million VND for training and competition fees."
According to Ms. NTM, the payment of more than 4 million VND as mentioned above was not announced in advance by the Department of Education and Training of Quang Ninh province. It was not until last August that a teacher in charge of the team announced the amount to be paid.
2 students of a middle school in Quang Yen town had to pay more than 8.2 million VND for training expenses into the account of teacher Pham Van Tinh.
Similarly, Mr. D.TH (residing in Quang Yen town) also said: "The children's participation in the National Phu Dong Sports Festival is for the province. The entire training cost should have been paid by the state, I don't understand why each child was charged millions of dong. If I had known from the beginning that I would have to spend more than 4 million dong, I would not have let my children participate. Because I don't know if they will achieve any results, so I have to spend millions of dong like that."
Not only did they have to pay more than 4 million VND, some parents also said that the equipment provided by the team leader for practice did not meet requirements.
Holding a pair of swimming trunks in his hand, a parent complained: "The swimming trunks that the children are given for competition are sold on the market for only a few tens of thousands, most parents do not use them but spend their own money to buy other types for their children to ensure training and competition conditions."
Parents complain of nearly 1 million VND being 'evaporated'
In addition to having to spend millions of dong, many parents also reported that the money they paid suddenly evaporated by nearly 1 million dong.
Specifically, Ms. TTH, whose child participates in badminton, said: "According to the list I received from the school, I have to pay more than 4 million VND for my child's training and competition fees. The recipient is teacher Pham Van Tinh, from the Department of Education and Training of Quang Yen Town. However, the amount of money Mr. Tinh sent back to the head of the badminton team of Quang Ninh province was only about 3 million VND. So where did that nearly 1 million VND go now, Mr. Tinh cannot explain."
The Department of Education and Training of Quang Yen Town made a list of each participating student and asked the schools to pay more than 4 million VND/child for training and fees.
According to the Department of Education and Training of Quang Ninh province, the unit has no basis to pay for accommodation for students during the training and competition of the 10th National Phu Dong Sports Festival (Phase I) for 124 students with the amount of 490 million VND. Therefore, the unit has sent an official dispatch to the education departments in the province to mobilize funds for support.
However, instead of finding a solution to the difficulty, the Department of Education and Training of Quang Yen town sent a list of children participating in the National Phu Dong Sports Festival to schools, along with the amount of money to "charge" each child with millions of dong.
Similarly, according to Thanh Nien reporters, in Ha Long City, a private school in the area also required parents to pay more than 3 million VND in training fees even though their children had completed the National Phu Dong Sports Festival half a year ago.
To clarify the above incident, Thanh Nien reporters contacted the leaders of the Department of Education and Training of Quang Ninh province. The representative of the unit said that they had asked the responsible officers to explain and strictly handle the incident; at the same time, they reviewed all localities with students sent to participate in the National Phu Dong Sports Festival.
In addition, the reporter also contacted teacher Pham Van Tinh by phone to discuss the above million-dollar collection but he has not answered the phone or responded.
Notably, after the reporter contacted the Department of Education and Training of Quang Ninh province about the above content, some parents unexpectedly received a notice from teacher Pham Van Tinh that he would find a way to return the "excess" collected from a month ago.
