Students are upset that IELTS 8.0 is still not exempted from high school graduation foreign language exam

According to the regulations and guidelines for organizing the 2023 high school graduation exam issued by the Ministry of Education and Training in April 2023, candidates with an IELTS certificate of 4.0 or higher or equivalent are exempted from the exam and have their 10 English subjects counted when considering high school graduation. The certificate will be valid until at least June 27, 2023.

However, recently, the Ministry of Education and Training requested that localities only accept and exempt candidates from the exam with certificates issued before September 10, 2022 and after November 11, 2022.

Nguyen Phuong Nam, grade 12, Kim Lien High School (Dong Da, Hanoi) was shocked by the announcement that IELTS certificates would not be accepted in the 2023 high school graduation exam.

In mid-October last year, Phuong Nam registered for the IELTS exam and achieved a score of 8.0, which is valid for 2 years. Therefore, the female student confidently registered for exemption from the high school graduation exam in English because she has an IELTS certificate. At the same time, Nam also registered for early admission to university with an international language certificate.

Candidates are restless over the regulation that does not accept the conversion of foreign language certificate scores issued from September 10 to November 11, 2022 when considering high school and university graduation in 2023.

With an IELTS certificate of 8.0, Phuong Nam was also subjective and did not study many English subjects for the high school graduation exam, instead focusing on other subjects.

"I am very upset because there are only 2 weeks left for the high school graduation exam, but the Ministry of Education and Training suddenly adjusted it, directly affecting our rights. Meanwhile, candidates who only achieved 4.0 IELTS and took the exam before September 10, 2022 were accepted," the female student from Kim Lien School shared.

In a similar situation, Tran Ang Nguyet (grade 12, Vietnam - Poland High School) with an IELTS score of 7.0 was admitted to Hanoi Law University through early admission. However, Nguyet's IELTS certificate, issued on September 22, 2022, was not accepted by the Ministry of Education and Training.

This female student was confused because she also registered to be exempt from the foreign language exam because she already had an IELTS certificate, and had absolutely no review or preparation for the English subject of this year's high school graduation exam.

A representative of the Examination Management and Quality Assurance Department, Hanoi Department of Education and Training, said that they are currently coordinating with high schools to review the number of 12th grade students affected by the above adjustment regulations. From there, the Department of Education and Training will have a plan and recommend that the Ministry of Education and Training have a suitable plan to ensure the rights of candidates. "This is a general regulation of the Ministry of Education and Training. Many other localities are also confused about this issue," said a representative of the Examination Management Department.

Meanwhile, in Ho Chi Minh City, initial statistics show that there are more than 700 candidates with IELTS certificates, even from 7.0 and above, but are not exempted and scored in 10 English subjects for the graduation exam.

This instruction from the Ministry of Education and Training is related to the postponement of the IELTS exam in Vietnam in early November last year. According to the regulations of the Ministry of Education and Training, after September 10, 2022, joint organization of foreign language proficiency certificates must be licensed by the Ministry. However, it was not until mid-November that the IELTS exam and certificate organizations completed this requirement, affecting many candidates taking the exam during that period.

Previously, there were many controversies regarding recognition of foreign language certificates, especially IELTS English certificates issued between September 10 and November 11, 2022.

This started when the Ministry of Education and Training issued Circular 11 regulating the joint organization of foreign language proficiency certification exams in Vietnam.

This Circular requires that the organization of foreign language proficiency certification examinations must cooperate between the Vietnamese examination organization and the foreign language proficiency assessment organization through a written agreement or cooperation contract.

The Department of Quality Management is responsible for receiving dossiers and submitting them to the Ministry for approval, publicly announcing and updating the list of approved facilities. This Circular takes effect from September 10, 2022. After that, many centers and organizations announced the suspension of foreign language certification exams.

In May, the University of Medicine and Pharmacy in Ho Chi Minh City rejected the IELTS certificates of 44 candidates for postgraduate admission for the same reason. The matter was only resolved after the Department of Quality Management confirmed that the above foreign language certificates were still valid for admission and training.
