According to the report, Quang Nam has 16/18 districts, towns and cities issuing decisions to establish and regulate the functions, tasks and organizational structure of the district-level Political Center (TTCT).
The total number of staff and civil servants of 16 district-level TTCTs in the province is 33 people. In which, most localities have the Head of the District Party Committee's Propaganda Department concurrently as the Director of the district-level TTCT; 12/16 TTCTs have Deputy Directors; 11/16 TTCTs have 1-2 full-time lecturers; 8/16 TTCTs have full-time accountants.
Lack of human resources, difficult policies
In addition to the achieved results, the report of the Provincial Party Committee's Propaganda Department and the discussions at the conference pointed out the limitations and difficulties in the operation of the district-level Information and Communications Centers related to organization, apparatus, staffing, facilities, policies, etc.
According to the report of the Provincial Party Committee's Propaganda Department, Conclusion Notice No. 528 dated April 21, 2023 and Project No. 15 dated April 25, 2023 of the Provincial Party Committee's Standing Committee on the establishment of district-level CTCT, it is stipulated that: "District-level CTCT has no more than 4 positions, including a Director concurrently held by the Head of the District Party Committee's Propaganda Department or City Party Committee; 1 Deputy Director; full-time lecturer and accountant".
However, up to now, many accounting centers have not been guaranteed; 4 accounting centers do not have a deputy director; 5 accounting centers do not have a full-time lecturer; 8 accounting centers of the District Party Committee Office hold concurrent positions.
Meanwhile, according to Official Dispatch No. 2469 dated July 25, 2023 of the Provincial Party Committee's Organizing Committee giving opinions on the assignment and roadmap for streamlining the payroll, by 2026, the district-level TTCT will have 2 payrolls. This is not in accordance with Regulation 208 dated November 8, 2019 of the Secretariat and the conclusion announcement and project of the Provincial Party Committee Standing Committee on the establishment of district-level TTCT.
According to the Provincial Party Committee's Propaganda Department, in terms of facilities, many district-level centers do not have their own offices; some centers have their own campuses and independent offices but they are degraded and need investment to upgrade and repair; some projects and items such as libraries and student accommodation are not available, such as the Tay Giang and Bac Tra My district centers.
Early recommendation for removal
The district-level TTCT is a public service unit directly under the district-level Party Committee but has no other source of income other than the state budget. Therefore, the cadres and civil servants of the TTCT do not receive the 25% public service allowance and the 30% Party work allowance, so their income is low.
Regarding the regime for trainees, district-level training centers have difficulty implementing the regime and policies for trainees; some places do not pay support; some training centers pay support but at different levels (from 40,000 VND to 100,000 VND/person) for trainees who are non-professional staff when participating in training.
Regarding the regime for part-time accountants, currently 8/16 accounting departments of the District Party Committee Office are part-time. However, according to current documents, there are no regulations on the regime for part-time accountants.
The Provincial Party Committee's Propaganda Department requested the Provincial Party Committee Standing Committee to direct district, town and city Party Committees to strictly implement Conclusion Notice No. 528 dated April 21, 2023 and Project No. 15 dated April 25, 2023 of the Provincial Party Committee Standing Committee on the establishment of district-level Central Committees.
Propose that the Provincial Department of Finance issue a document directing and guiding the financial work for district-level political theory training centers in the province, and at the same time advise the Provincial People's Committee's Personnel Committee to submit to the Provincial People's Council to adjust and supplement regulations related to the level of support expenditure in political theory training and fostering...
Speaking at the conference, Head of the Provincial Party Committee's Propaganda Department Vo Xuan Ca said that after re-establishing the district-level Party Committees, they have greatly contributed to Party building work, but there are still many problems causing difficulties in carrying out their tasks.
"Today's conference is an opportunity to listen and resolve difficulties. Accordingly, the Provincial Party Committee's Propaganda Department will be responsible for coordinating and advising the Provincial People's Council to adjust and supplement matters under the province's authority; continue to make recommendations on issues related to policies and mechanisms prescribed by the central government. The goal is to best promote the functions and political tasks of the district-level Central Committee in the coming time," Mr. Vo Xuan Ca emphasized.
