The members of the Working Group include: Deputy Prime Minister Tran Hong Ha as Head of the Working Group; Chairman of Hanoi People's Committee, Chairman of Bac Ninh Provincial People's Committee, leaders of the Ministry of Public Security, leaders of the Ministry of Transport as Deputy Heads of the Working Group; members include: leaders of the Ministries: National Defense, Government Office, Construction, Natural Resources and Environment, Agriculture and Rural Development, Finance; The Ministry of Transport is the standing agency of the Working Group.

The working group reports to the Prime Minister on the implementation results before March 15, 2025.
