According to the report, the population and development work of Hoa Binh province in 2023 achieved positive results, with many targets exceeding the plan. The total population of the province is over 896,000 people, of which 235,000 are women aged 15-49; over 60,000 people use contraceptives, reaching 103.3% of the plan. The total number of children born is over 11,000 children. The sex ratio at birth is 111.2 males/100 females, down 0.2 points compared to 2022. The birth rate of the third child or more is 17.2%, down 0.9%.
By the first quarter of 2024, population and development work will continue to be implemented synchronously. The total population of the province will increase to more than 900,000 people; the sex ratio at birth will increase by 1.7 percentage points compared to the same period in 2023; the third child birth rate will decrease by 0.8%.
Activities to improve population quality are regularly and effectively implemented, such as: a model of testing for congenital hemolytic disease at health stations, health care for the elderly, and activities of screening, diagnosing, and treating prenatal and neonatal diseases.
In order to popularize pre-marital health examination and consultation services; screening, diagnosis and treatment of some prenatal and neonatal diseases to improve population quality and contribute to the successful implementation of the Action Plan to implement the Vietnam Population Strategy for the period 2020 - 2025, with a vision to 2030, the People's Committee of Hoa Binh city has issued a Plan to implement the Program to expand screening, diagnosis and treatment of some prenatal and neonatal diseases and disabilities by 2030 in Hoa Binh city.
With the goal of early detection of health problems of couples before marriage; fetal health and malformations; minimizing cases of genetic diseases; early detection and intervention of diseases in fetuses and newborns, ensuring health for children at birth, the People's Committee of Hoa Binh city sets a target of striving for the rate of young men and women receiving pre-marital health consultation and examination to reach 70%, including genetic testing for congenital hemolytic disease and disease prevention consultation for the next generation by 2025; by 2030, it will reach 90%.
The rate of pregnant women screened (prenatally screened using blood testing techniques) for at least the four most common congenital diseases will reach 50% by 2025; 70% by 2030. The rate of newborns screened (newborn screening) for at least the five most common congenital diseases and defects will reach 70% by 2025; 90% by 2030.
The rate of wards and communes with points and facilities providing pre-marital health consultation and examination services; prenatal screening; and newborn screening according to professional guidelines will reach 70% by 2025; 90% by 2030. The rate of medical facilities with sufficient capacity to provide pre-marital health consultation and examination services; prenatal screening; and newborn screening according to professional guidelines.
During the period from 2025 to 2030, the city will implement communication and behavioral change mobilization to increase the rate of subjects voluntarily participating in pre-marital health check-ups, prenatal screening, and newborn screening; improve the quality of medical examination and treatment, enhance the ability to provide pre-marital health check-ups, prenatal screening, newborn screening, subject management, and in-depth post-screening counseling. Strengthen inspection and supervision to support pre-marital health check-ups, prenatal screening, newborn screening, blood sampling, and subject management and monitoring. Receive management books for subjects participating in pre-marital health check-ups, prenatal screening, and newborn screening.
