Village elders, hamlet chiefs, village chiefs, and prestigious people in the whole Thua Thien Hue province attended the conference to review the results of the movement "Clans, villages, and hamlets without poor households".
Implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Thua Thien Hue province aims to reduce the poverty rate of the whole province to 1.84% by the end of 2025 and by the end of 2023, meet the conditions to remove A Luoi from the list of 74 national poor districts.
This is an important condition for building Thua Thien Hue province into a centrally-governed city in the spirit of Resolution 54 of the Politburo.
To achieve the set targets and objectives, right from the beginning of the period, the Steering Committee for Sustainable Poverty Reduction of Thua Thien Hue province has proposed many solutions and methods to help poor and near-poor households solve employment, eliminate temporary housing, develop livelihoods, create stable income to escape poverty.
In particular, in order to widely mobilize clans, clans, village elders, village chiefs, hamlet chiefs, and prestigious people in the whole province to actively participate in sustainable poverty reduction work, the Thua Thien Hue Provincial Party Committee has directed the launch of the movement "Clans, villages, and hamlets without poor households" from 2023.
Up to now, 9/9 districts, towns and Hue city have organized the launching ceremony, with 131/141 communes, wards and towns organizing the launching ceremony. Through the launching ceremony, 5,913 million VND has been mobilized to support the construction and repair of houses, and the donation of livelihood models to poor households in Thua Thien Hue province.
From October 2022 to September 2023, the Fund for the Poor at all levels mobilized 15,683 billion VND; together with the fund transferred from 2021, it helped the poor to eliminate temporary houses, build solidarity houses, support production capital,... with an amount of 17.85 billion VND. Supported the repair and construction of 438 houses, worth 9,051 billion VND; supported production capital for 231 poor households, worth 1,206 billion VND.
The Department of Information and Communications of Thua Thien Hue province has built a digital map of poor households without the ability to work (4,903 households). Currently, more than 4,000 households have location coordinates, classified as sponsored households, meritorious households, showing basic information of the household head, number of people, related images when verifying, overview of household locations, filtered by each locality, by each level to the village, residential group.
Authorities at all levels, relevant sectors, the Fatherland Front and socio-political organizations, through social networking sites, electronic information sites of agencies, units, and Zalo groups, propagate and disseminate the Party's policies and the State's policies on sustainable poverty reduction; at the same time, focus on providing information to clan leaders, clan leaders, and prestigious people about sustainable poverty reduction work, information on vocational training, job creation, and support for economic development loans so that clans, clans, and prestigious people can proactively propagate and mobilize within their clans, villages, and hamlets.
Up to now, 100% of local clans and families have committed to not having poor households in their clans and families. Clans and families in the province have focused on mobilizing resources from their descendants to support the repair and construction of houses, give gifts to poor households, and encourage their descendants to participate in vocational training and find jobs, etc.
Village elders, village chiefs, and prestigious people in A Luoi are exemplary leaders in livestock farming and production.
Speaking at the conference to review the results of the movement "Clans, villages, hamlets without poor households" held on the afternoon of November 29, Mr. Le Khac Quan, representative of the Le Khac clan in Uu Diem village (Phong Hoa commune, Phong Dien district) said that after the Phong Hoa commune Party Committee launched the movement, the Le Khac clan convened descendants to disseminate the contents and policies on sustainable poverty reduction. After that, they mobilized families to join hands to help poor and single-parent households in the clan; at the same time, they encouraged each other to strive to do well economically so that there would be no poor households, creating the best conditions for their descendants to study.
In 2023, the Le Khac family gave gifts to 4 single-parent households, supported 2 poor households to repair their houses, and joined hands to support 2 lonely elderly people. "The Le Khac family in Uu Diem village is determined to become a family with no poor households by 2024," Mr. Le Khac Quan affirmed.
Mr. Mai Van Tam, Party Cell Secretary, Head of Village 3 (Huong Loc Commune, Nam Dong District) said that currently, the whole village has 1 poor household and 4 near-poor households. In recent times, Village 3 has mobilized resources well for sustainable poverty reduction, helping poor households to garden every year (an average of 2 gardens/year). The locality also creates favorable conditions for poor and near-poor households to access preferential loans to develop production, stabilize the economy, and escape poverty, thanks to which the poverty rate of Village 3 has decreased every year.
Mr. Huynh Cong Quang, Secretary of the District Party Committee, Head of the Steering Committee for Sustainable Poverty Reduction of A Luoi District, affirmed that thanks to the resolute and synchronous implementation of solutions, including the movement "Clans, villages, hamlets without poor households", the work of sustainable poverty reduction in the district has achieved many positive results. The movement has been participated by the entire political system, and all classes of people, especially ethnic minorities (accounting for 77% of the district's population), have agreed and responded. More than 3,000 poor and near-poor households have changed their mindset, no longer relying on the support and assistance of the State, but have risen up from poverty with their own internal strength.
After 2 years of implementing the National Target Program on Sustainable Poverty Reduction, A Luoi has helped 3,573 households escape poverty. Up to now, the poverty rate of the whole A Luoi district is 24.4% (3,485 households), meeting the conditions to escape the national poor district by the end of 2023.
Mr. Phan Ngoc Tho, Standing Deputy Secretary of the Provincial Party Committee, Head of the Steering Committee for Sustainable Poverty Reduction of Thua Thien Hue province affirmed that the consistent goal of the entire political system is to eliminate temporary housing and support jobs for poor households with fundamental solutions, poverty reduction according to each criterion, poverty reduction plan for each household, integrating resources of national target programs.
Therefore, the movement "Clans, villages and hamlets without poor households" must be focused on and implemented more effectively, continuing to contribute to reducing the poverty rate of the whole province.
