Not only providing capital support, ODA projects in Ha Tinh also transfer knowledge and management experience from advanced countries around the world.

In recent times, Ha Tinh has prioritized ODA investment for large-scale projects with high spillover effects and inter-regional nature. The completed projects, put into use, have had positive effects and spread widely. Thereby contributing to improving people's lives; gradually completing technical infrastructure for socio-economic development, enhancing competitiveness and attracting investment in the province.

For example, the “Urgent disaster recovery project in some Central provinces - Sub-project of Ha Tinh province” was implemented in 22 communes/wards/towns in 11 districts/cities/towns of Ha Tinh. This is a project using capital from the World Bank (WB) with a total investment of more than 20 million USD (of which WB capital is 18 million USD). Ha Tinh province is granted and disbursed 100% of the capital by the Central Government.

The project was implemented from 2017 and completed in 2021. Mr. Le Quang Thong - an officer of the Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Works said: “The project ensures progress and achieves good results compared to the proposed framework. At the end of the project, 8 bridges were renovated, 1.2 km of canals were reconstructed, 14.12 km of embankments and 28.13 km of roads were repaired. The proposed projects have all been affected by natural disasters for many years and are in urgent need of reconstruction and restoration to meet the agricultural production and travel needs of local people.”

There are 208,110 people in Ha Tinh who directly benefit from the emergency disaster recovery project in some central provinces.

The project’s construction items have been accepted and handed over by the investor for exploitation and use. The total number of direct beneficiaries from the project is 208,110, much higher than the initial expectation. Of these beneficiaries, 50.49% are women and 7.99% are poor.

Also from the preferential loan of 337 billion VND from the World Bank, the Project on Construction of People's Bridges and Management of Local Road Assets (LRAMP) implemented from 2017 to 2021 has completed the construction of 72 people's bridges; renovated and restored 16 roads with a total length of 73.5 km (originally planned for 15 roads, 68.9 km). Of which, the bridge component was implemented in 10 district-level units (except Ha Tinh City, Ky Anh Town, Nghi Xuan District) and the road component was implemented in 9 districts (except Ha Tinh City, Ky Anh Town, Hong Linh Town, Nghi Xuan District).

Mr. Nguyen Van Son - Head of Huong Yen village (Loc Yen commune, Huong Khe) shared that the old Loc Yen bridge was low, small and degraded, so every time there was a flood, it separated and isolated many residential areas. In the past, many people and properties were swept away when crossing the bridge. When the new bridge was put into use, local people were very happy. The bridge has contributed to avoiding annual floods; children can go to school easily; people can produce and circulate conveniently. The project will also serve well for the work of preventing, fighting, evacuating people, rescuing, and saving victims... when there are storms and big floods.

Loc Yen Bridge (Huong Khe) was built through the LRAMP project.

Mr. Tran Van Su - Head of Project Management and Maintenance Management Department, Provincial Traffic Construction Investment Project Management Board said that the project has been completed and has impacted most districts, cities and towns in Ha Tinh. In particular, with the new approach, the partners require the locality to spend regular funds and develop plans to maintain and repair the works annually. This provision has contributed to changing the way of operating and allocating funds for regular repair of works.

In addition, through the project, the experience and professional capacity of investment management officers, project management officers and related localities are improved; they have access to many experiences, management skills and modern international machinery and technical infrastructure operating techniques.

Double effectiveness from ODA capital in Ha Tinh

ODA projects in recent times have both provided capital support and transferred knowledge and operational and management experience to local officials.

According to the report of the Department of Planning and Investment, currently, in Ha Tinh province, there are 15 projects using ODA capital being implemented with a total investment capital of nearly 7,500 billion VND. Of which, foreign aid capital is more than 5,700 billion VND, the rest is counterpart capital. The management of capital sources of the projects is strictly implemented according to the regulations on management of basic construction investment of the State and international practices.

Some of the projects being implemented have large capital sources such as: Basic Infrastructure Project for Comprehensive Development of Ha Tinh Province under BIIG2 Project (nearly 1,379 billion VND); Integrated Development Project of Dynamic Cities - Ky Anh Urban Sub-project, WB loan (over 1,239 billion VND); Forestry Modernization and Coastal Resilience Enhancement Project (FMCR) in Ha Tinh Province (over 479 billion VND); Dam Repair and Safety Improvement Component Project, Ha Tinh Province - WB8 (over 484 billion VND); Project "Improving Infrastructure of Flood-Affected Communes in Ha Tinh Province" (nearly 668 billion VND)...

In reality, as a disadvantaged locality, the demand for investment capital for infrastructure improvement projects in Ha Tinh is still large. However, Vietnam has now reached the world's average income level, so it is likely that it will no longer enjoy preferential conditions when borrowing ODA as before. Therefore, the current requirement is to have awareness, approach and action appropriate to the new situation to use this capital source more effectively...

It is forecasted that in the coming time, ODA capital sources will tend to decrease. Therefore, Ha Tinh will actively approach, promote, and mobilize to find low-cost support projects. In particular, focusing on new fields, fields where the locality lacks experience and knowledge such as: circular economy, climate change response, digital transformation, green growth, etc. At the same time, Ha Tinh will build a strategy to use this capital source reasonably and effectively, creating a solid foundation for infrastructure, economic and social development.

In terms of effectiveness, ODA projects in recent times have not only provided capital but also transferred knowledge and experience from advanced countries to improve the capacity of local staff.
