Performance of the Domestic Violence Prevention and Control Counseling Center

DTO - In recent times, the Provincial Women's Union has promoted the effectiveness of the Domestic Violence Prevention and Control Consultation Center in providing legal advice and assistance to women. At the same time, it has integrated into the annual work program of the Union, strengthened the organization of propaganda and training activities to improve knowledge and capacity for cadres, members, and women in the work of preventing and controlling domestic violence.

Cadres, members and women of Lap Vo district participated in a talk on "Prevention and control of domestic violence" organized by the Provincial Women's Union.

The Counseling Center for Domestic Violence Prevention and Control was established in 2011 by the Provincial People's Committee and has been maintained until now. The counseling center is located at the Provincial Women's Union, currently has 4 consulting staff (including 1 Director and 3 employees) working part-time as assigned by the Standing Committee of the Provincial Women's Union. In recent years, the staff of the Counseling Center has performed well in their consulting tasks on domestic violence prevention and control. In 2024 alone, they received and directly consulted 6 cases related to policies, domestic violence, and land.

In particular, the staff of the Consulting Center coordinated with the Provincial Women's Union, the grassroots Women's Union and members of the "Trusted Address in the Community" model to perform well the representative function of the Women's Union at all levels, participating in promptly resolving pressing issues of women and children. As a result, they participated in resolving 13 petitions related to women, providing legal advice to 224 women (176 directly, 48 indirectly); participated in mediation at the grassroots level in 1,388 cases, of which 1,030 cases were successfully mediated related to marriage and family, domestic violence, land disputes, internal conflicts in families and clans.

Not only providing counseling services to women, the Counseling Center takes advantage of the leadership of the Standing Committee of the Provincial Women's Union to include propaganda content on domestic violence prevention and control into the tasks of the Union for leaders at all levels to implement. In 2024, the Counseling Center and the Provincial Women's Union will coordinate with provincial departments and branches to organize many training courses and propaganda on the role of the Women's Union at all levels in implementing gender equality, improving capacity and skills for Union officials at all levels on domestic violence prevention and control and child abuse with more than 1,400 grassroots Union officials, branches and groups in the province participating in helping grassroots Union officials effectively carry out propaganda work on domestic violence prevention and control in the locality.

In addition, the Consulting Center coordinated with the Provincial Women's Union to organize propaganda sessions and talks on the topics "Improving legal knowledge", "Vietnamese family behavior culture associated with gender equality" with the participation of 720 local officials, students, and female prisoners and female prisoners serving sentences at Cao Lanh Prison. Through propaganda sessions and thematic activities, students and female prisoners are provided with a firm grasp of the content of the Vietnam Border Guard Law 2020; the Law on Forces Participating in Protecting Security and Order at the Grassroots Level 2023; the Law on Marriage and Family 2014; the Law on Prevention and Control of Domestic Violence 2022, contributing to students, students, and people having a firm grasp of legal knowledge, necessary skills and good implementation in building happy families without domestic violence.

According to Ms. Nguyen Thanh Hoa - Vice President of the Provincial Women's Union, Director of the Counseling Center on Domestic Violence Prevention and Control, in recent times, the activities of the Counseling Center have brought many positive results, timely consulting and assisting members and women with conflicts in the family, at the same time equipping officers, members and women with basic knowledge and skills on marriage and family, gender equality, and prevention and control of domestic violence, contributing to building progressive and happy families and reducing domestic violence. However, the activities of the Counseling Center still have limitations such as: the center mainly conducts consulting work and legal communication activities, counseling, and has not yet arranged temporary shelters for women who are victims of violence when they need temporary shelter; the number of women coming for consultation are still hesitant and do not want to share family matters with others...

In the coming time, the Provincial Women's Union will continue to guide and support the Domestic Violence Prevention and Control Consultancy Center to strengthen the organization of propaganda activities, dissemination and education of laws on the prevention of abuse of women and girls, prevention and control of domestic violence, prevention and control of human trafficking; train and improve the capacity of the Union's staff at all levels, staff working on the prevention and control of domestic violence. In addition, maintain the operation of effective prevention models on abuse of women and girls, prevention and control of domestic violence; consolidate and improve the quality of the "Trusted Addresses in the Community" models in localities; provide documents on domestic violence prevention and control through many channels to disseminate to members, women and people to further promote the effectiveness of the Consultancy Center's operations.
