The working session was carried out in accordance with Plan No. 67 dated November 5, 2024 of the Standing Committee of the Provincial People's Council on supervising the implementation of the socio-economic development plan, ensuring national defense and security in 2024; at the same time, creating a basis for the committees of the Provincial People's Council to have information to review and prepare the content to submit to the Provincial People's Council meeting at the end of this year.
The meeting was chaired by Standing Committee Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council Tran Xuan Vinh and Vice Chairman of the Provincial People's Council Nguyen Cong Thanh.
According to Mr. Nguyen Van Nam, the District People's Committee has focused on directing the implementation of achieving and exceeding 23/36 targets and tasks for socio-economic development, national defense and security in 2024; 5/36 targets achieved over 90%, 2/36 targets achieved low; 6 targets have no basis for evaluation.
The value of agricultural, forestry and fishery production is estimated at 573,296 million VND, the value of industrial and construction production is estimated at 887.7 billion VND (exceeding the resolution target); the value of trade and services is estimated at 731.2 billion VND, reaching 97% of the resolution.
As of November 9, the total state budget revenue in the district reached more than VND 846.7 billion (exceeding 65.4% of the provincial estimate, exceeding 63.1% compared to the district People's Council resolution). Total local budget expenditure was more than VND 528.5 billion (reaching 106% compared to the provincial estimate, reaching 104.6% compared to the district People's Council resolution).
Through the periodic review of poor and near-poor households in 2024 according to the multidimensional poverty standard for the period 2022 - 2025, the district still has 625 poor households (rate of 5.12%, down 158 households compared to 2023, exceeding 43 households compared to the provincial target); 362 near-poor households (rate of 2.97%).
At the meeting, Mr. Nguyen Van Nam proposed to the Central Government to increase the support amount for ethnic minorities when giving birth in accordance with the population policy according to Decree No. 39 dated April 27, 2015 from 2 million VND to 3 million VND/person; at the same time, expand the beneficiaries of Decree No. 39 to near-poor people.
The district recommends that superiors soon issue documents guiding the identification of "low-income workers" to implement vocational training under Sub-project 1 - Project 4 under the Sustainable Poverty Reduction Target Program.
At the same time, it is necessary to promptly allocate funds for Resolution No. 17 dated July 20, 2022 of the Provincial People's Council on the School Milk Program so that the district can allocate funds to schools to conduct bidding and provide milk to students for a full 9 months/school year.
Pay attention to additional funding for implementing 2 projects: Surveying, establishing cadastral records, issuing certificates of forestry land use rights and Building a cadastral records system and land management database in Binh Lam, Song Tra communes and Tan Binh town.
The district also proposed that the province have a mechanism to support young doctors to work at public hospitals, especially at district and commune levels.
One of the socio-economic targets for 2024 of Hiep Duc district is low, which is the target of planting large timber forests with FSC certification. The reason is that the area, records, and procedures for granting FSC certification are mainly funded and implemented by foreign projects; people have not actively registered to implement (due to awareness, complicated weather conditions, and economic conditions of the majority of households not allowing).
