
The People's Council of Hiep Duc district, term VIII (2021 - 2026), has just held the 19th session (regular mid-year session) to assess the socio -economic situation, national defense and security in the first 6 months of the year and deploy tasks for the last 6 months of 2024.
According to reports at the meeting, as of June 30, the total public investment capital plan of Duc district was 142.7 billion VND (capital in 2024 was more than 108.5 billion VND, capital in 2023 extended to 2024 was more than 34.1 billion VND); so far, capital allocation in 2024 has reached 74.21% of the plan; the district has started construction of 12/76 projects; disbursement reached 27.3%.
Notably, the status of documents and procedures for projects in 2024 is slow. To date, 19 projects have not had their economic and technical reports appraised and approved; 58 projects are not eligible for capital allocation. The progress of construction of transitional projects is very slow; the disbursement rate of capital sources (investment capital, career capital) is low.
Mr. Nguyen Van Nam - Chairman of Hiep Duc District People's Committee admitted that Hiep Duc's capital disbursement rate is among the lowest in the province. Of which, the total capital source of 3 national target programs in 2024 and transitional capital is more than 70 billion VND, but so far the district has disbursed less than 10%. Mr. Nam asked the communes and towns to specifically analyze each project to find the cause of the slow progress; there is no such thing as blaming the people for not responding...

"When we went to inspect, we realized that we did not understand the true nature of the programs, so we must have the right awareness to effectively propagate them to the people," said Mr. Nam.
Regarding investment capital, according to Mr. Nam, up to now, the progress of implementing projects under the 3 target programs has been sluggish, and procedures have not been completed. The reason is that the communes and towns have not made a list that is guaranteed, and adjustments have to be made due to surveys that are not in accordance with land use planning, not in accordance with new rural planning, and do not take into account technical feasibility.
Mr. Nam said: “The problem of slow disbursement of capital for the three national target programs should not be blamed on the policy mechanism, but on our subjectivity, so we must adjust our working methods, awareness and propaganda. If this is not resolved, there will be consequences, first of all, losses for the people, then the assessment of the level of task completion of the leader.”
Hiep Duc allocates 750 million VND to eliminate temporary housing
Social security work in Hiep Duc district in the first 6 months of the year achieved many outstanding results. In particular, the district has done well in eliminating temporary and dilapidated houses according to Resolution 13 of the Provincial People's Council (allocated investment funds for 13/26 houses with a cost of 750 million VND, to date 12 houses have been started) and housing construction projects, construction of public works serving people's lives sponsored by non- governmental organizations.
The district effectively launched a competition to establish a non-cash social security payment account with 100% of eligible subjects participating (the payment rate reached 85.44% compared to the total number of subjects in the district). The district sent 24 workers to work abroad under contract; surveyed the demand for seasonal workers in Korea with 240 registered people...
Recorded 473 cases of traffic safety violations
The People's Committee of Hiep Duc district said that it has directed agencies, units, and People's Committees of communes and towns to implement many solutions to prevent and combat crimes and ensure security and order. The district police force organized a peak period of attacking and suppressing crimes, stepped up armed patrols at night, and launched a movement for the whole people to protect national security, contributing to effectively preventing and combating all types of crimes in the area.
From December 15, 2023 to June 5, 2024, the district's functional forces investigated 17 cases, 34 defendants violated the law in various fields; mobilized the recovery of 17 homemade guns, 1 military gun, 2 military bullets, 8 primitive weapons...; detected and recorded 473 cases of violations of road traffic safety and order, with an estimated fine of more than 1.6 billion VND, temporarily detained 211 vehicles, temporarily revoked driving licenses of 88 cases...
Received 3,434 administrative procedure files
That is the result of receiving administrative procedure records in the first 6 months of 2024 of Hiep Duc district. Specifically, the district level received 1,546 records, processed 1,440 records on time (reaching 99.85%), 12 records were late and 94 records are being processed; the commune level received 1,888 records, processed 1,880 records on time (reaching 99.89%), 2 records were late and 6 records are being processed.
In addition, some agencies and units have not implemented data digitization, coordinated in the work of matching, verifying, and cleaning data with the National Population Database in a timely manner; the rate of receiving and processing online administrative procedures is low (for example, Phuoc Tra commune reached 21.3%, Binh Lam reached 38.3%). In the coming time, the district will continue to promote the implementation of the 2024 tasks on administrative reform, digital transformation, and Project 06. (TAM DAN)
