Speaking at the opening of the workshop, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that Hanoi and Ho Chi Minh City are two special cities, two economic locomotives of the country, playing the role of economic, cultural, scientific and national security centers, and are also the two cities with the largest area and population in the country.

“Along with the development trend, public transport plays an increasingly important role, especially for large cities such as Hanoi and Ho Chi Minh City. In particular, the urban railway system is considered the “backbone” of the transport infrastructure network.
Early investment and effective operation of the urban railway system will increase the proportion of public passenger transport, reduce personal vehicles, thereby bringing positive effects in socio-economic development, minimizing environmental pollution, traffic jams and traffic accidents...", Mr. Tran Sy Thanh emphasized.
Hanoi and Ho Chi Minh City have been devoting resources to investing in the construction of urban railway projects. However, the implementation process still faces many difficulties and challenges, requiring continued research on solutions, improvement of mechanisms and policies; learning and studying new experiences and methods, "breakthroughs" to synchronously deploy and soon complete the urban railway network according to the Conclusion of the Politburo, meeting the needs and expectations of the people of the two cities.

To gradually achieve that goal, the Chairman of the Hanoi People's Committee said that the workshop aims at 3 goals: Exchange, research, and absorb international experience from countries with developed public transport infrastructure systems, especially urban railway systems; synthesize domestic and international experiences to research, build, and perfect institutions on urban development in the direction of public transport (TOD); planning, construction, urban embellishment, land, investment, management, operation and exploitation of urban railways; receive comments to perfect the Project on developing the urban railway system in Hanoi and Ho Chi Minh City according to 5 key areas.
The content will focus on discussing 5 main topics including: Urban planning and development in the direction of TOD; site clearance and land acquisition; attracting resources from land; technical and technological standards for urban railways; management models and organization of urban railway project implementation.
At the workshop, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong also emphasized that Hanoi has many similarities with Ho Chi Minh City; with the same amount of work, through the workshop, the two cities will learn from experience and propose to the central government specific mechanisms to remove related difficulties.

“To achieve the goals in Conclusion No. 49-KL/TW of the Politburo, the two cities must be determined to lead the implementation drastically, comprehensively, strongly and breakthroughly in related fields; there needs to be close and effective coordination in: Urban planning and embellishment associated with TOD, resource mobilization, land acquisition, compensation, site clearance, resettlement, including surrounding areas to implement TOD, technology selection, organization model, management and implementation of Metro projects…”, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong shared.
Speaking at the workshop, Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy highly appreciated the initiative of the Hanoi People's Committee and Ho Chi Minh City People's Committee to organize the workshop with the participation of many scientists and domestic and international experts with in-depth knowledge in the field of TOD.
The Vice Chairman of the National Assembly's Law Committee believes that the workshop will achieve the set requirements and goals, contributing to providing a lot of useful information and experience for the two cities and relevant agencies to successfully implement the public transport system, develop high-quality TOD-oriented urban areas, and organize reasonable and livable urban spaces.
Vice Chairman of the National Assembly's Law Committee Nguyen Phuong Thuy also affirmed that the recommendations and proposals at the workshop are also useful suggestions and important sources of information for the agencies of the National Assembly, the Government and localities in the process of continuing to perfect institutions, building and operating appropriate policy mechanisms, promoting the reshaping of the urban appearance in a civilized and modern direction.
The scientific workshop on Urban Railway System Development in Hanoi and Ho Chi Minh City took place from January 17-19 in Hanoi, including 4 sessions: Overview of urban railway development in Hanoi and Ho Chi Minh City according to the TOD model; Site clearance and land acquisition for urban railway development and TOD areas; Mobilizing resources from land; Technical and technological standards and regulations and management of urban railway projects.
