According to the People's Committee of Quang Nam province, the adjustment of the General Planning for the construction of Chu Lai Open Economic Zone to 2035, with a vision to 2050, approved by the Prime Minister on December 13, 2018, Ky Ha port (now Chu Lai port) will be studied to become a type I port (national port) and planned to open a new waterway from Cua Lo area, ensuring the reception of ships from 30,000 to 50,000 tons.
Currently, the access route to Ky Ha port (from buoy 0 to Tam Hiep wharf) mainly serves ships with a capacity of less than 20,000 tons. Therefore, it is necessary to adjust the dredging depth of the entire route from buoy 0 to Tam Hiep wharf. In addition, the project implementation period has expired (2017 - 2023).
To ensure the time to complete the documents, procedures for stopping implementation, and completing the project settlement documents, it is necessary to adjust the project implementation time.
The adjusted contents do not exceed the total investment of the project; however, this adjustment changes the investment objectives, scope, and scale compared to the approved investment policy. The project is subject to adjustment in accordance with the Law on Public Investment.
The Provincial People's Committee said that it will adjust the investment target for dredging the channel into Ky Ha port, meeting the cargo transportation needs of fully loaded 15,000-ton ships, 20,000-ton ships and larger, reducing the load on waterway traffic to Ky Ha and Tam Hiep wharf areas of Ky Ha port.
Adjust the total length of the entire channel by 11km (from buoy 0 to Tam Hiep wharf): Add dredging of the section from buoy 0 to wharf 3, 4.8km long, by dredging the channel bottom, 110m wide, channel bottom elevation -10m on the nautical chart; dredge the channel bottom section from wharf 3 to Tam Hiep wharf, 6.2km long, 100m wide, channel bottom elevation adjusted from -10.7m to -10m on the nautical chart. Adjust the project implementation period from 2017 to 2024 and stop the project implementation, complete the project termination procedures.
On July 16, 2024, Mr. Nguyen Duc - Head of the Economic - Budget Committee of the People's Council said: The Provincial People's Committee has submitted to the Provincial People's Council the adjustment of the project implementation period for 2017 - 2024 and the suspension of the project, but it has not been unanimously approved because the adjustment of this project still has many things that need to be considered and evaluated by the Provincial People's Council before making a final decision.
It is known that the project "Dredging the channel to Ky Ha port (phase 2)" was approved by the Provincial People's Council in October 2015. The total investment is nearly 199.5 billion VND from the central budget with targeted support (target program for infrastructure investment in coastal economic zones); implemented from 2017 - 2020.
On April 5, 2021, the Provincial People's Committee issued Decision No. 904 approving the project adjustment but did not change the total investment of nearly 199.5 billion VND. On March 21, 2023, the Provincial People's Committee issued Decision No. 563 adjusting the implementation period from 2017 to 2023.
