The Provincial People's Council conducted a vote of confidence and passed a resolution confirming the results of the vote of confidence for 30 people holding positions elected by the Provincial People's Council. The vote of confidence was conducted in an objective, impartial, public, transparent and in accordance with regulations; reflecting the actual efforts to perform the tasks and the political qualities, ethics and lifestyle of the people for whom the vote of confidence was taken.
At the meeting, the Provincial People's Council discussed and unanimously passed 11 resolutions, creating a legal basis to solve social security issues, accelerate the disbursement of public investment capital, implement national target programs, promote socio-economic development, and ensure national defense and security of the province in the coming time.
In his closing speech at the meeting, on behalf of the Provincial People's Council, Secretary of the Provincial Party Committee and Chairman of the Nghe An Provincial People's Council Thai Thanh Quy assigned the Standing Committee of the Provincial People's Council to complete the documents and procedures to promptly publicize the results of the vote of confidence on the mass media and report to the National Assembly Standing Committee as prescribed.
The Provincial People's Council requests the Provincial People's Committee, relevant sectors, localities and units to promptly implement the resolutions that have just been passed in accordance with the prescribed procedures; at the same time, seek the leadership, direction and important orientation of Party committees at all levels in the implementation process.
The Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the delegations and the Provincial People's Council delegates strengthened supervision; the Provincial Fatherland Front Committee and its member organizations actively contributed comments and criticism, contributing to maximizing the effectiveness of the issued resolutions.
The 15th National Assembly is holding its 6th session to review the Government's reports on the results of the implementation of the socio-economic development plan and the State budget in 2023; review and decide on the socio-economic development plan, the State budget estimate, and the central budget allocation plan in 2024; the implementation of the public investment plan in 2023; decide on the public investment plan in 2024; the 3-year State financial and budget plan for 2024 - 2026; at the same time, review mid-term assessment reports on the results of the implementation of the 5-year plans for the period 2021 - 2025 on socio-economic development, economic restructuring, medium-term public investment, national finance; borrowing, public debt repayment and other important contents.
The National Assembly assessed that in recent times, the world situation has undergone many rapid, complex, and unpredictable changes; difficulties and challenges are more numerous and greater than favorable opportunities and forecasts.
Domestically, we must continue to face the "double impact" of negative external factors on a highly open economy like ours, and the long-standing, accumulated internal shortcomings and weaknesses of the economy continue to be revealed more clearly and severely in the process of overcoming the severe consequences of the Covid-19 pandemic.
Based on the contents that the National Assembly is discussing and considering, and based on the goals, targets, tasks and solutions that the Provincial People's Council has set out for 2023, the Chairman of the Nghe An Provincial People's Council requested the Provincial People's Committee to direct departments, branches and localities to focus on reviewing and evaluating the implementation of socio-economic targets, budget revenue and expenditure and public investment plans in 2023 to have measures to direct and organize drastic and synchronous implementation to achieve the highest results; creating a basis for building feasible and highly effective plans and tasks for 2024.
The final session of 2023, the 18th Provincial People's Council, is scheduled to take place from December 4 to 6, 2023. The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct specialized departments, agencies and localities to urgently review the contents that need to be approved and complete the projects, reports, submissions, and draft resolutions submitted to the session to ensure quality, in accordance with the process and procedures, and send them to the Committees of the Provincial People's Council for timely review.
LIST OF 12 RESOLUTIONS PASSED AT THE 16TH SESSION OF THE 18TH PROVINCIAL PEOPLE'S COUNCIL, TERM 2021 - 2026
1. Resolution confirming the results of the vote of confidence for the person holding the position elected by the Provincial People's Council.
2. Resolution on giving opinions on the Vinh City Urban Development Program to 2030, with a vision to 2050.
3. Resolution on the approval of the Project proposing to recognize the expanded Vinh city as meeting the criteria of a type I urban area.
4. Resolution promulgating the List of public career services using the state budget in the field of agriculture and rural development in Nghe An province.
5. Resolution regulating the collection of fees and charges for performing administrative procedures through online public services in Nghe An province.
6. Resolution amending and supplementing Resolution No. 20/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council promulgating regulations on decentralization of state budget revenue sources, local budget expenditure tasks and the percentage (%) of revenue sharing between budgets of local authorities at all levels in Nghe An province for the period 2022 - 2025.
7. Resolution approving the list of works and projects requiring land acquisition in Clause 3, Article 62 of the Land Law in Nghe An province.
8. Resolution on changing the purpose of using rice-growing land and protective forest land according to the provisions of Clause 1, Article 58 of the Land Law to implement investment projects in Nghe An province.
9. Resolution on adjusting the 2023 public investment plan from local budget sources (phase 2).
10. Resolution on adjusting investment policies for projects and works.
11. Resolution stipulating a number of preferential policies for Phan Boi Chau High School for the Gifted, Nghe An province.
12 Resolution amending Section I, Appendix 01 and Appendix 2.1 issued together with Resolution No. 06/NQ-HDND dated June 24, 2022 of the Provincial People's Council on the capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 and 2022 in Nghe An province.
