Comrade Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, affirmed: Under the leadership of the Provincial Party Committee, the Provincial People's Council Party Delegation, the Standing Committee of the Provincial People's Council has maintained solidarity and unity in will and action, focusing on directing the effective and comprehensive implementation of all areas of work according to Resolution No. 20-NQ/TU of the Provincial Party Committee, Resolution No. 176/NQ-HDND of the Provincial People's Council on directions and tasks for 2024, associated with the theme of the year "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity". Along with that, promptly concretize the Party's guidelines and directions, the State's legal policies into socio-economic development resolutions that are close to the actual situation with highly feasible solutions, both solving short-term and medium-term problems and creating the premise for sustainable development in the long term, creating a solid political foundation, ensuring the effectiveness and efficiency of state management, improving the quality, effectiveness and efficiency of the activities of elected bodies.
Based on closely following each goal, target, content, task, and solution set out, from the beginning of 2024 up to now, the Provincial People's Council has continuously innovated and improved the quality of its activities. The Provincial People's Council meetings have been recognized by voters and people. The management of the meetings has been innovated, devoting more time to discussion activities; maximizing the experience and intelligence of delegates, contributing to improving both the quantity and quality of the statements of the People's Council delegates; innovating, applying information technology, digital transformation with the software "Paperless meetings". In addition to regular meetings, the Provincial People's Council has flexibly organized many thematic meetings, improving the decision-making capacity of the Provincial People's Council.
In the first 10 months of 2024, the 14th Provincial People's Council, term 2021-2026, held 5 meetings (1 regular mid-year meeting; 4 thematic meetings). In particular, the 21st meeting (thematic meeting) promptly resolved a number of policies and emergency measures in accordance with shortened procedures to support overcoming the consequences of storm No. 3 (Yagi) in the province.
Today (November 5), the 22nd session (special session) of the Provincial People's Council will take place to resolve and approve a number of important contents under its authority, which are mechanisms, measures, and solutions for budget management and public investment, in order to complete the goals and targets for socio-economic development in 2024. The Provincial People's Council has carefully prepared the tasks for the successful meeting. The Provincial People's Council also plans to consider contents related to the medium-term public investment plan of the provincial budget for the period 2026-2030; adjust and supplement the public investment plan for 2024; adjust the medium-term public investment plan for the period 2021-2025; consider adjusting the provincial budget expenditure estimate for 2024; Regulations on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed, and policies to support the relocation of livestock facilities out of areas where livestock farming is not allowed in the province... These are extremely important contents in successfully implementing political tasks, developing the local socio-economy sustainably, and meeting the legitimate aspirations of voters and people in the province.
With a sense of responsibility, urgency, science and seriousness, through the sessions of the Provincial People's Council, many important policies have been discussed and decided. In the first 10 months of 2024, the Provincial People's Council passed 48 resolutions (28 resolutions on measures, mechanisms and policies to manage the province's socio-economic development; 3 resolutions on urgent policies and measures to support overcoming the consequences of storm No. 3...) with the consensus of 100% of the Provincial People's Council delegates attending the meeting, clearly demonstrating their responsibility to the Party Committee, the government, voters and people of the whole province. Especially in October, implementing the resolutions passed at the 21st Session (special session) on timely support solutions to quickly overcome the consequences of storm No. 3 (Yagi), the province spent more than 128 billion VND to support tuition fees, implement policies to support social protection beneficiaries, and repair urgent works to overcome the consequences of natural disasters.
The supervision activities of the People's Council, the Standing Committee, the committees of the Provincial People's Council and the explanation sessions of the Standing Committee of the Provincial People's Council have focused on improving the quality right from the stage of selecting focused and key content through synthesizing information channels, from opinions and recommendations of voters in many localities, social issues of concern and concern and suggestions of delegates, delegation groups, and committees of the Provincial People's Council. In the first 10 months of 2024, the Standing Committee of the Provincial People's Council and the Provincial People's Council committees have carried out nearly 10 thematic supervisions, 24 regular and ad hoc supervisions and surveys with many innovations (diversifying implementation methods, promoting democracy, enhancing publicity, transparency and involving people's opinions. Activities of meeting voters, receiving citizens, supervising the settlement of voters' petitions, complaints and denunciations have become routine and effective, positively impacting the competent authorities to promptly resolve the legitimate petitions of voters and people. The Standing Committee of the Provincial People's Council effectively organized a conference to supervise the settlement of voters' petitions sent to the 16th session (regular session at the end of 2023) and petitions that have not been completely resolved from previous sessions of the Provincial People's Council. Through exchanges, discussions, and clarifications by competent authorities, 47 contents of voters' petitions have been supervised and resolved, contributing to consolidating and enhancing the trust of voters and people in agencies and elected representatives.
