Implementing the program of the 5th session, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, on May 27, the National Assembly discussed the proposed National Assembly Supervision Program for 2024. One of the contents that received the attention of National Assembly Deputies was topic 4 on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023 and related periods before and after".

Contributing his opinion, National Assembly Delegate Le Thanh Hoan (Thanh Hoa delegation) agreed to include topic 4 in the National Assembly's supervision program in 2024, but it is necessary to focus more on the development and management of social housing. Because social housing policy is a major policy of our Party and State. Before 1992, the State implemented a policy of distributing housing to cadres, workers, and civil servants of state agencies and units; by 1991, with the promulgation of the Housing Ordinance, the housing subsidy policy was abolished.

However, the concept of social housing first appeared officially in the 2005 Housing Law with the meaning that social housing is one of the important contents of the socio-economic development policy, contributing to political stability and ensuring social security. The 2014 Housing Law continues to inherit the social housing policy. Accordingly, the State will issue policies on tax exemption and reduction, exemption and reduction of land use fees, land rent, long-term credit with preferential interest rates, other financial mechanisms... to support the implementation of social housing policy.

However, according to Delegate Le Thanh Hoan, there are still many difficulties in the implementation process, housing for people, especially for beneficiaries of social housing policies, is actually far from the set goals and needs. In reality, there are still situations where social housing has no participants in some places, while in other places the number of participants is too large. The way to determine the target of social housing buyers is also causing many different opinions.

To develop social housing that truly meets the requirements, Delegate Le Thanh Hoan said that it is necessary to clearly define the support policy system to target the right beneficiaries, minimizing the exploitation of social housing policy support. Therefore, it is proposed that the scope of supervision must be comprehensive, with an assessment throughout the housing development process; the supervision period starts from 2006 (the effective date of the 2005 Housing Law) until the end of 2023.

Also contributing opinions on the above content, Delegate Nguyen Van Manh (Vinh Phuc delegation) stated: Topic 4 on "Implementation of legal policies on real estate market management and social housing development from 2015 to the end of 2023 and related periods before and after" is an extremely important topic and is of special interest to society, especially when the real estate market is facing many difficulties and has been frozen in recent years and needs solutions to resolve. In addition, the development of social housing is currently entangled in many mechanisms and policies that need to be resolved, especially institutional problems. Therefore, it is very necessary for the National Assembly to supervise and resolve the above contents for the real estate and social housing sectors.

Meanwhile, giving his opinion on how to effectively implement topic 4, Delegate Hoang Minh Hieu (Nghe An delegation) said that for the topic of monitoring the real estate market, social housing and the topic of monitoring traffic order and safety, careful consideration is needed to ensure close coordination between monitoring activities and legislative activities. Because, in the law and ordinance building program of the National Assembly, it is expected that the Housing Law, the Law on Real Estate Business and the Law on Road Traffic Order and Safety will be passed by the National Assembly in 2024. Therefore, instead of organizing thematic monitoring activities, it is possible to assign the National Assembly Committees in the process of examining these draft laws to conduct a thorough survey of the practice to directly amend the provisions in the related draft laws.
