Implementing the assigned tasks in 2024, one of the tasks that Hanoi Customs Department regularly focuses on is to closely follow the roadmap for promulgating and amending legal documents to guide timely implementation. Proactively monitor and review the contents of regulations, legal documents, and customs procedures associated with the management characteristics of Hanoi Customs, which may affect revenue sources. At the same time, proactively monitor and promptly handle difficulties of enterprises carrying out procedures in the area, especially difficulties related to car imports, stopping goods through surveillance areas, and screening of goods being implemented according to the instructions of the General Department of Customs.
| With the initiative and efforts from the beginning of the year, the number of declarations, as well as the import and export turnover of goods processed at the Hanoi Customs Department, has increased compared to the same period last year. Accordingly, from the beginning of the year to mid-February 2024, the unit processed more than 180,000 declarations, equal to 115.9% of the same period in 2023; the import and export turnover reached 8.26 billion USD (equal to 145% of the same period in 2023). |
Regarding the task of collecting state budget, regularly review and check the application of HS codes among units in the Department to ensure consistency; promptly correct the application of multiple HS codes for the same item or the incorrect application of export and import tax rates.
According to the Hanoi Customs Department, in recent years, the import and export turnover of goods at the Hanoi Customs Department has increased rapidly (an average increase of about 20%/year); the situation of smuggling and trade fraud is very complicated with increasingly sophisticated tricks, the use of goods screening tools is very important and necessary. Therefore, the Hanoi Customs Department has been proposing to the General Department of Customs to equip 3 more import and export goods screening machines at the airport warehouses to meet the requirements of the task; at the same time, equip additional machinery and equipment to meet the requirements of implementing the digital transformation plan.
In addition, the Hanoi Customs Department is currently developing software to manage centralized inspection locations, connecting data from the department level to the branch level. This is a tool to connect professional information between the department and the branch level to direct management and operation quickly, promptly and accurately. At the department level, the entire customs clearance process of the declaration will be monitored in real time, from the time of registration to the completion of inspection and clearance of goods. To achieve the goal of efficiency, the Hanoi Customs Department will develop an implementation plan and build a screening process to clearly define the responsibilities of the unit, leaders and civil servants performing the professional stages.
However, Hanoi Customs Department forecasts that the world and domestic economic situation will continue to face many difficulties and challenges; smuggling, trade fraud, and drug-related crimes will increasingly have new tricks. In the face of these challenges, Hanoi Customs Department determines to make efforts to promote modernization reform, facilitate import and export activities, strengthen training of civil servants, improve professional qualifications to meet the requirements of modernization reform and is determined to complete assigned tasks and targets.
Performing the task of state management of customs at Noi Bai International Airport (ranking first in terms of the quantity of imported and exported goods and second in terms of the volume of passengers entering and exiting the country by air), the leader of the Noi Bai International Airport Customs Branch said that customs clearance activities are always ensured smoothly. The unit actively coordinates with relevant functional forces to effectively carry out procedures for aircraft exiting, entering and transiting through the National Single Window Mechanism and the Automatic Customs Supervision and Management System for exported, imported and transited goods at Noi Bai International Airport. On average, over 3,000 shipments are managed and supervised through the system every day, with a stable automatic processing rate of over 99%.
During the Lunar New Year, customs clearance of import and export goods and means of transport for entry and exit were always maintained stably and continuously at customs branches. The total number of customs declarations processed at customs branches under Hanoi Customs during this period was 963 declarations. Noi Bai International Airport Customs Branch collected 24.3 billion VND; Gia Thuy Customs Branch collected 14.4 billion VND for the state budget; and North Hanoi Customs Branch collected 400 million VND for the state budget.
