Sidewalks are degraded and lack uniformity.
Dien Bien Phu Street (Hong Bang District, Hai Phong City) is one of the major, bustling streets in the city center. However, in recent years, most of the sidewalks of this street have deteriorated, some seriously. The sidewalk tiles are peeling, uneven, broken, and in some places have sunk.
Ms. Nguyen Trang (58 years old, resident of Minh Khai ward, Hong Bang district) said that this street has many shops, bustling business and is also home to many state administrative agencies. However, the sidewalks are bumpy, degraded, and many sections are dirty. Meanwhile, many other central streets have had their sidewalks upgraded for many years. In addition to the sidewalks on Dien Bien Phu street, some other central streets in Hong Bang district have also degraded.
According to residents, one of the reasons is that the sidewalks of these streets have become places for many cars to stop and get on and off. During rush hour, some streets have the phenomenon of cars driving on the sidewalks, affecting the durability of the sidewalk paving materials.
Faced with this situation, the city is implementing a pavement repair project on the following streets: Bach Dang, Nguyen Tri Phuong, Hoang Dieu, Cu Chinh Lan, Dien Bien Phu (Hong Bang District). Construction time is from March 13 to October 29, 2024.
These projects are part of the plan to renovate and embellish the sidewalks of nearly 20 streets in the three districts of Hong Bang, Ngo Quyen, and Le Chan, approved by the city from the end of 2022. Accordingly, the sidewalks of the above streets will be renovated and embellished with pavement stones instead of self-locking bricks. The total length of the streets with pavement stones replaced is more than 15.4km, with an estimated investment of about 572 billion VND, to be implemented in the period of 2023 - 2024.
Investing in renovating dozens of sidewalks on central streets
In addition to the above routes, according to Resolution No. 03/NQ-HDND approved at the 10th session of the 16th Hai Phong City People's Council, period 2023-2026, the city has a policy to invest in the project to renovate sidewalks, Nguyen Binh Khiem Street, Le Loi Street and some inner-city roads. The total investment of the project is more than 434 billion VND, from the city budget. The project will be implemented in the districts of Hong Bang, Ngo Quyen, Le Chan, Hai An. In particular, the city will renovate the sidewalks of 16 inner-city roads with a total length of 11.18km; renovate and expand Nguyen Binh Khiem Street and sidewalk (from Van Cao Street to Kieu Son Pumping Station, about 0.83km long); Le Loi Street and sidewalk (the starting point intersects with Cau Dat Street, the end point is at May To Intersection, about 1.36km long).
Previously, in 2021 - 2022, Hai Phong spent 195 billion VND to implement the project of renovating, paving sidewalks, and undergrounding technical infrastructure on 9 streets in the city's central flower garden strip.
According to Hai Phong's assessment, the streets with paved sidewalks have brought high efficiency in serving the travel and living needs of the people. At the same time, it has contributed to changing the appearance and beautifying the city, promoting socio-economic development and tourism, and contributing to completing the infrastructure in accordance with the city's general development plan.
The city also directed units to implement projects to ensure synchronization, durability, and no duplication of projects causing waste, limiting impacts on traffic and people's lives in the area; and managing assets after investment in accordance with legal regulations.
