On September 6, the Ho Chi Minh City People's Committee had a working session with the delegation of the National Assembly's Committee on Science , Technology and Environment on the draft Electricity Law (amended).
Ho Chi Minh City has more than 14,000 rooftop solar power systems
At the meeting, Ms. Nguyen Thi Kim Ngoc - Deputy Director of the Department of Industry and Trade of Ho Chi Minh City - said that there are currently two investors proposing that Ho Chi Minh City allow surveys to conduct wind power projects in the offshore area of Can Gio district.
The first project is the Can Gio offshore wind power plant project cluster with a total capacity of 1,000 MW in two coastal areas of Ly Nhon and Long Hoa communes and Can Thanh town, Can Gio district (the research and survey area is located within the boundary of Ho Chi Minh City seaport waters).
The second project is the Can Gio offshore wind power plant with a capacity of 6,000MW, of which 4,000MW is for the purpose of generating electricity to the national grid and 2,000MW is for producing green hydrogen in the period after 2030.
Regarding the progress of the projects, Ms. Ngoc said that both of the above projects are still in the research proposal and potential assessment stage.
Regarding rooftop solar power projects, Ms. Ngoc said that the whole city has more than 14,000 rooftop solar power projects and systems with a total installed capacity of about 355MWp. Nearly 99% of rooftop solar power systems are installed for on-site self-consumption.
Ho Chi Minh City has organized the development of a project to use public rooftops to install solar power systems to implement Resolution 98.
Many businesses propose to make electricity from waste
Regarding electricity from waste incineration, Ms. Ngoc said that the city has called for investment in waste treatment using waste incineration technology to generate electricity, with the desire to have smart waste treatment plants that can both treat waste and create safe energy for the environment.
The city is proposing that the Ministry of Industry and Trade add to the national power development plan a number of waste-to-energy projects, including the waste-to-energy plant project of VietStar Joint Stock Company with a capacity of 40MW, the project of Tam Sinh Nghia Investment and Development Joint Stock Company with a capacity of 40MW, and the project of Tasco Joint Stock Company with a capacity of 40MW.
In addition, Ms. Ngoc said that a number of waste-to-energy projects are in the process of implementing investment preparation steps, proposed to be added to the planning, including the project to build a solid waste treatment plant and recover energy at the Northwest Solid Waste Treatment Complex of the city, including the project of Vietnam Waste Treatment Company Limited, the project of Urban Environment Company Limited...
More decentralization needed
Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan suggested that it is necessary to promote decentralization and give more power to localities in planning, investment, etc. So that localities and cities can decide on many issues themselves and have full authority to develop the power grid in urban areas, localities do not have to ask or inquire from ministries and branches.
Regarding renewable energy, Mr. Hoan said that many FDI investors, both new and old projects, want to install solar panels on their roofs to use green energy.
However, the current development policy still has many shortcomings, leading to businesses not being able to install, so Mr. Hoan proposed creating conditions for businesses to develop solar power.
According to Mr. Hoan, there are currently many investors coming to Ho Chi Minh City to propose building factories to produce energy storage systems, so mechanisms and policies need to create conditions to attract these investors.
