Currently, along with actively speeding up the progress of handing over the sea area, Hai Ha district also strengthens inspection, review and strict handling of cases of encroachment and aquaculture outside the planning.
According to the plan, the marine space for aquaculture in Hai Ha district by 2030, with a vision to 2045, has a total area of 2,570 hectares, including 6 areas. Of which, Quang Minh commune has 1 planned area with an area of 211 hectares of tidal flats. Up to now, in the commune, 89 households have been assigned aquaculture areas with each household having a maximum of nearly 2 hectares. However, through recent inspections at sea, the commune has discovered a number of mollusk farming households encroaching outside the farming area planned by the district. From mid-March until now, Quang Minh commune has organized an interdisciplinary team to launch 3 campaigns to strictly handle violations.
Mr. Nguyen Ngoc Thu, Commander of the Quang Minh Commune Military Command, said: We mobilized 3 interdisciplinary forces including land administration, police, and military to inspect and handle cases of bottom fishing poles and buried nets. Through inspection, handling, and removal of encroached areas with poles and bottom fishing poles and buried nets, we collected more than 2,500 bamboo poles in the Hon Keo area. There are still some poles made from large trees planted in Hon Tho (near Cua Dai) bordering Vinh Trung Commune, Mong Cai City, due to high tides, we have not been able to approach them to handle them.
For cases where aquaculture households in the area encroach on tidal flats and aquaculture water surfaces that are not in the planning and exceed licensed boundaries, Quang Minh commune continues to strengthen propaganda and at the same time specifically verify encroachment cases to organize a campaign to thoroughly handle violations.
According to the review and inspection in the coastal communes of Hai Ha district, the cases of encroachment on aquaculture areas are mostly tidal flats for mollusc farming. Among them, there are some cases of illegal fencing and netting for farming. This not only causes unsafe water traffic but also causes resentment among the people. In recent campaigns, the Department of Agriculture and Environment of Hai Ha district has coordinated with coastal communes to patrol and handle 5 fences including more than 5,000m of nets and more than 6,000 bamboo stakes.
Mr. Pham Quoc Huong, Deputy Head of the Department of Agriculture and Environment of Hai Ha district, said: The Department coordinates with the Quang Duc Border Guard Station and the People's Committees of coastal communes to regularly patrol, control and detect subjects using prohibited fishing gear such as bottom-dwelling traps to raise aquatic products in tidal flat areas in Quang Minh and Quang Phong communes. Along with that, the Department and relevant agencies also require the People's Committees of communes and towns to strengthen propaganda work and promptly handle encroachment in the coming time.
Aquaculture is a strength that contributes positively to the growth of the agricultural sector as well as creating aquatic products and developing the economy for the people of Hai Ha district. Therefore, in order to create conditions for households and organizations to develop the marine economy, the district is also continuing to speed up the progress of sea transfer, and at the same time resolutely and strictly handling cases of encroachment and no prohibited areas, in accordance with the spirit of Directive No. 13-CT/TU dated August 10, 2021 of the Provincial Party Standing Committee on strengthening the management and sustainable development of fisheries at sea in Quang Ninh province.
