The People's Committee of Hai Duong province has just held a conference to announce the economic growth scenario and detailed public investment scenario for 2025. Comrade Pham Ba Dung, Director of the General Statistics Office, discussed the feasibility of the 12% economic growth target set by the province this year. The economic growth scenario has been implemented by Hai Duong province for many years. However, this year, the quality of the growth scenario has made a strong breakthrough, with details that are not only better than previous years but also better than many other provinces and cities.

Building a growth scenario for 2025 to strive for 12% helps leaders at all levels have a comprehensive overview of goals, tasks, and solutions, thereby clearly identifying how their unit's responsibilities will affect the overall picture of the province.

The economic growth target of 12% in 2025 is difficult but not an impossible task. Through reviewing the projects and works expected to come into operation this year, we see that this is a feasible and achievable goal because in the context of the world situation, although there are still many "hot spots", it is basically stable. At the same time, the solidarity of the provincial leadership; reasonable economic structure, diverse production sectors, and large industrial scale will help increase overall growth. Many bottlenecks and obstacles in investment and business will be resolved, contributing to economic growth. Digital platforms have been increasing the productivity of enterprises in a number of fields... which will help the province's economy "take off".

In addition to the above advantages, we need to anticipate difficulties and challenges to respond flexibly and have appropriate solutions. The General Statistics Office recommends that for agricultural production, it is necessary to make full use of agricultural land, surplus land, and land that has not been implemented in order to maximize the area for growing vegetables during the year. There are incentive policies for land accumulation models, large-scale fields; support capital, infrastructure (electricity, roads, etc.) for planning areas for livestock, poultry, and aquaculture. Implement sustainable linkages between enterprises and farmers to increase product value, support fast and sustainable consumption, and stimulate production.

For industrial production, the Department of Industry and Trade, the Provincial Industrial Park Management Board, districts, towns and cities need to advise on the early implementation of new laws and decrees that will take effect in early 2025. Focus on coordinating to resolve administrative procedures and remove obstacles for businesses. Review and inspect the progress of projects that have been approved for investment policies according to commitments. Closely monitor the situation, improve forecasting capabilities, and provide market signal information to help businesses, organizations and individuals quickly grasp market developments to adjust production and business activities accordingly.

Construction activities need to be drastic in carrying out the task of site clearance, creating a clean site to implement investment projects as soon as possible. Urging investors in industrial park and industrial cluster infrastructure to speed up the construction progress of infrastructure to soon attract investment in secondary projects, to create a new value cycle.

The service sector speeds up the implementation of commercial center projects to meet the shopping and entertainment needs of a segment of the population in the province.
