On the morning of February 19, the National Assembly held its closing session. The 9th extraordinary session voted to pass the National Assembly's Resolution supplementing the 2025 socio-economic development plan with the goal of growth of 8% or more.
The voting results showed that 459/461 National Assembly delegates present voted in favor of passing this resolution, accounting for 96.03%.
According to the resolution, the National Assembly resolved to consolidate and prepare well the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy 2021-2030, marking the time when the country enters a new era of development, contributing to creating a solid foundation to achieve double-digit growth in the 2026-2030 period.
In 2025, focus on promoting growth with the target of reaching 8% or more associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; harmoniously developing the economy with society and protecting the environment, ensuring national defense and security; creating the premise for higher growth in the following years.
The resolution also adjusts a number of key targets, accordingly, the growth rate of gross domestic product (GDP) reaches 8% or more, the GDP scale in 2025 reaches about 500 billion USD. GDP per capita is about 5,000 USD. The average growth rate of the consumer price index (CPI) is about 4.5-5%.
To achieve the above goals, the National Assembly basically approved the tasks and solutions proposed by the Government and National Assembly agencies, and at the same time requested the Government and relevant agencies to focus on promoting the improvement of institutions and laws and improving the effectiveness of law enforcement.
Innovate the thinking of law-making in the direction of "both strict management and development creation", abandon the thinking of "if you can't manage, then ban"; promote the method of "management by results", strongly shift from "pre-inspection" to "post-inspection" associated with strengthening inspection and supervision.
Create a favorable environment for investment, production and business, science and technology development, innovation, promote digital transformation, continue to improve the legal framework to promote rapid, healthy and effective development of all types of markets (finance, securities, science and technology, labor, real estate, etc.).
Concentrate resources on completing synchronous and modern strategic infrastructure; unblock and effectively use public investment resources.
Accordingly, in 2025, Long Thanh International Airport and Lach Huyen area ports will be basically completed, Tan Son Nhat T3 and Noi Bai T2 terminals will be put into operation; construction of Lien Chieu port will begin; and investment preparation procedures for strategic and important national transport infrastructure projects will be accelerated.
Supplement about 84.3 trillion VND of public investment capital from increased revenue sources and state budget expenditure savings in 2024 to speed up the implementation of a number of projects with the ability to absorb capital (highways, coastal roads, etc.) in 2025.

The Resolution also clearly stated that the National Assembly called on compatriots and soldiers nationwide and our compatriots abroad to uphold the spirit of patriotic emulation, solidarity, promote internal strength, overcome difficulties and challenges, flexibly and effectively adapt to the context and situation of the world and the country, accelerate, break through, reach the finish line, and successfully implement the 2025 Socio-Economic Development Plan with a growth target of 8% or more, creating a solid foundation for double-digit growth in the next period.
