Some places have achieved high flooding rates such as Hai Duong city 98.9%, Ninh Giang 97.6%, Thanh Mien 93.7%. Other localities have basically ensured the set progress. Kinh Mon town alone has only achieved 33.3% of the plan. This locality is actively speeding up the flooding progress, harvesting onions and garlic, bringing flood water to where it is.

Previously, the Department of Irrigation (Ministry of Agriculture and Rural Development) issued a dispatch on shortening the first water intake period by 2 days to serve the 2023-2024 winter-spring crop in the Northern Midlands and Delta. Accordingly, the first water intake period ends at 12:00 p.m. on January 28.

To proactively provide enough water for winter-spring crop cultivation, the Department of Agriculture and Rural Development of Hai Duong requested localities to continue to speed up the progress of winter-spring irrigation. During the period before the second water intake (from 0:00 on February 18 to 24:00 on February 21), localities and units continue to operate irrigation works to take water when water sources allow; store water in the canal system to serve the irrigation phase.
