Two North-South expressway projects, Cam Lam - Vinh Hao section (through Khanh Hoa, Ninh Thuan, Binh Thuan ), Dien Chau - Bai Vot (Nghe An - Ha Tinh) are expected to open to traffic on April 30.
Two expressway sections were invested under the public-private partnership (PPP) model under the North-South Eastern Expressway Project in the 2017-2020 period. Currently, 9 out of 11 component projects have been put into operation, while two sections have not been completed.
At the Cam Lam - Vinh Hao project , a representative of the Ministry of Transport said that by mid-February, the construction output had reached nearly 95% of the contract value. Some items that have not been completed are the toll station, the ITS intelligent traffic system, the Thuan Nam intersection, and the service road.
The Ministry of Transport requested the project enterprise to speed up progress and urgently complete the adjusted design of the toll station, Thuan Nam intersection, and additional service road locations to meet construction progress.
The project enterprise has committed to completing the Nui Vung tunnel and auxiliary works to put them into use on April 30 according to the contract signed with the Ministry of Transport.

The Dien Chau - Bai Vot Expressway is 49.3 km long and started construction in May 2021 with a total investment of more than VND 11,150 billion. The BOT contract was signed between the Ministry of Transport and the investor consortium Hoa Hiep Company Limited - CIENCO4 - Nui Hong Investment Company Limited - Truong Son Construction Corporation - VINA2 Construction Investment Company. The route will connect with the completed Nghi Son - Dien Chau section, forming a continuous North-South expressway from Hanoi to Vinh.
According to the Ministry of Transport, the Dien Chau - Bai Vot project aims to open 30 km of the route from the beginning (intersection of National Highway 7) to the intersection of National Highway 46B before April 30. The remaining 19 km section has weak ground and needs time to be loaded, so it will be completed later.
Regarding the Dien Chau - Bai Vot project , the Ministry of Transport said that the construction output has only reached about 72% of the contract value, 5% behind the fourth adjusted schedule. The items that are being delayed are the weak soil treatment, which is about 5 months late, the Than Vu tunnel, which is 2 months late, and the Hung Duc bridge, which is 2 months late.
To ensure progress, the Ministry of Transport requires the project enterprise to direct contractors to construct in accordance with actual conditions, increase manpower to work 3 shifts. Major contractors in the consortium such as Cienco4, Truong Son Construction Corporation need to support contractors to construct the road surface in the tunnel and the square of Than Vu tunnel, and complete Xuan Duong 1 and Xuan Duong 2 bridges.

The 78.5 km Cam Lam - Vinh Hao Expressway was started in September 2021 with a total investment of more than VND 8,925 billion. The project passes through three provinces: Khanh Hoa (nearly 5 km), Ninh Thuan (63 km), Binh Thuan (nearly 12 km), invested by a joint venture of Deo Ca Group and Company 194. When completed, the route will connect the North-South Expressway from Nha Trang to Ho Chi Minh City, with travel time reduced to 4-5 hours, half that of National Highway 1.
Both projects are invested in phases, phase one has 4 limited lanes, has emergency stops, 17 m wide roadbed, design speed 80 km/h.
