Ha Tinh strengthens Party leadership, improves effectiveness of people-to-people diplomacy

The Provincial People's Committee emphasized the need to strengthen coordination with Vietnamese diplomatic missions abroad and domestic and foreign press agencies to promote and introduce the image and people of Ha Tinh and the province's potential advantages to international friends.

The People's Committee of Ha Tinh province has just issued a plan to implement Plan No. 210-KH/TU dated October 16, 2023 of the Provincial Party Standing Committee to implement Directive No. 12-CT/TW dated January 5, 2022 of the Central Party Secretariat on strengthening the Party's leadership and improving the effectiveness of people-to-people diplomacy in the new situation. The plan clearly identifies 6 contents that need to be focused on.

Focus on propaganda and dissemination to raise awareness of people's foreign affairs and people's foreign affairs information: Organize propaganda, dissemination and raise awareness of the role, position and importance of people's foreign affairs as one of the three pillars of foreign affairs: Party foreign affairs, State diplomacy and people's foreign affairs. Create a profound change in awareness and unify actions of all levels, sectors and localities towards people's foreign affairs; emphasize the importance of people's foreign affairs for border districts.

Regularly publish official news on the Party's guidelines and policies and the State's laws on people's foreign affairs, the socio-economic situation, cultural images and people of Vietnam in general and Ha Tinh in particular. Timely and accurately update regional and world foreign affairs information. Strengthen propaganda on the good friendship and cooperation with neighboring countries and important partners; the comprehensive friendship and cooperation between Ha Tinh province and Lao provinces and the province's foreign affairs and international integration.

Strengthen coordination with Vietnamese diplomatic missions abroad, domestic and foreign press agencies to propagate, promote, introduce the image and people of Ha Tinh, the potential advantages of the province to international friends, at the same time fight against the false arguments of hostile forces through information and propaganda work to the people, the international community, and cultural exchanges with the people. Actively participate with the whole country in campaigning and fighting to protect the sovereignty and interests of the nation and people.

Strongly innovate the content, methods and thinking of foreign information, enhance the exchange of information and experience, promote the application of digital technology and new media, exploit the positive aspects of social networks to effectively serve the work of foreign information for the people.

Chairman of the Provincial People's Committee Vo Trong Hai discussed with European businesses at the "12th European Overseas Vietnamese Business Forum" held on September 30 in Budapest, People's Republic of Hungary.

Strengthening leadership, direction and coordination in managing people's foreign affairs: Promoting the role and responsibility of heads of units and localities; assigning leaders in charge of directing people's foreign affairs; clearly identifying key issues of people's foreign affairs in the new situation at units and localities to implement according to the motto "proactive, flexible, creative, effective".

Actively integrate and expand international friendship and cooperation: Continue to consolidate, maintain and develop the great friendship, special solidarity and comprehensive cooperation with the provinces of Laos, including: Bolikhamxay, Kham Muon, Savannakhet, the capital Vientiane and the provinces of Northern Laos. Regularly exchange high-level delegations to congratulate, attend important events and holidays of both sides.

Continue to expand, multilateralize, and diversify foreign relations, contributing to consolidating and strengthening the friendship, cooperation, and development between the people of Ha Tinh province and the people of other countries, in which attach importance to friendship associations, establish relations with the people of ASEAN countries, Japan, Korea, Europe, major countries, comprehensive strategic partners, and foreign local partners with whom Ha Tinh province has signed cooperation agreements. Maintain and further deepen relations with the provinces in the association of 9 provinces of the 3 countries of Vietnam - Laos - Thailand using Highway 8 and Highway 12, international organizations, and embassies of other countries in Vietnam.

Departments, branches, units, localities, especially border districts and socio-political organizations, should diversify friendly exchange activities, hold talks and sign cooperation agreements; actively organize cultural and sports exchanges, youth exchanges, and festival activities for border residents. Continue to create favorable conditions for border residents to promote traditional neighborly relations, exchange, and cooperate in business; effectively implement signed agreements to establish friendly relations and improve the quality of activities of the border resident cluster twinning model between villages and hamlets of the two sides.

Strengthening the organization of activities to celebrate the anniversary of the establishment of diplomatic relations between Vietnam and countries with which Vietnam has cooperative relations; organizing delegations to congratulate, send letters and congratulatory messages to embassies and international organizations on holidays and New Year. Welcoming delegations representing organizations and people of other countries to visit and work in Ha Tinh, contributing to promoting cooperative relations and strengthening solidarity and friendship between Ha Tinh and people of other countries in the world.

Strengthening the mobilization and utilization of international resources: Actively mobilizing international resources, especially foreign invested enterprises, individuals, and foreign non-governmental organizations to participate in serving the socio-economic development of the province; strengthening the attraction of foreign aid, connecting and promoting economic, trade, cultural, educational, scientific and technological cooperation through people-to-people diplomacy activities; ensuring a safe, stable and favorable environment to attract international cooperation.

Continue to promote, innovate and improve the effectiveness of the work of promoting aid and non-refundable aid. Encourage and create conditions for organizations and people's associations to proactively contact and mobilize aid from foreign organizations, enterprises and individuals to support the people in the province. Improve the effectiveness of appraisal, approval and management of projects using foreign aid to ensure that they are suitable to the situation, conditions and socio-economic development goals of the province. Strengthen information sharing, promote the building of solidarity, friendship and understanding of Ha Tinh province for international organizations when they come to implement programs and projects in the province.

Leaders of Ha Tinh province visited the project "Construction of irrigation system in Nong Boc district using non-refundable aid from the Vietnamese Government to the Lao Government in Khammouane province".

Do a good job of mobilizing overseas Vietnamese: Strengthen information and propaganda to the overseas Vietnamese community, especially Ha Tinh expatriates in other countries, about the achievements in socio-economic development, the guidelines and policies for building the province and policies to attract and call on overseas Vietnamese to return to invest, cooperate in building and developing the homeland. Effectively promote the software database of Ha Tinh expatriates abroad, making an important contribution to updating and connecting Ha Tinh expatriates in other countries with the homeland and the country.

Create conditions for overseas Vietnamese to visit their hometowns, participate in social activities, humanitarian charity activities, investment and business. Organize appropriate exchange, meeting and dialogue activities to enhance information exchange, gain support from overseas Vietnamese to help the province connect and cooperate with the host country. Organize visits and work with the overseas Vietnamese community in general, and Ha Tinh people abroad in particular, during the working delegations of provincial leaders going abroad.

Coordinate with the Ministry of Foreign Affairs, Vietnamese diplomatic missions abroad and foreign representative missions in Vietnam to strengthen citizen protection work, mobilize local authorities to create favorable conditions and support Ha Tinh people abroad to feel secure in doing business and living, encourage and motivate overseas Vietnamese to preserve the Vietnamese language, promote the fine traditional cultural identity of the nation, actively contribute to the development of the host country and work towards building the homeland.

Improve the quality of advisory work on people's foreign affairs: Promote the core role and strengthen coordination of specialized agencies on people's foreign affairs; guide and create conditions for People's Friendship Associations (Vietnam - Laos, Vietnam - Thailand, Vietnam - Russian Federation, Vietnam - Poland, Vietnam - Czech Republic, Slovakia) of the province to improve operational efficiency.

Integrate and organize training courses, foster professional skills and skills in people's foreign affairs for cadres, civil servants and public employees in the province to meet the requirements of people's foreign affairs in the new situation.
