According to the report of the Ministry of Planning and Investment, by November 30, 2023, the disbursement of public investment capital to implement national target programs with a disbursement rate lower than the 2023 plan (including investment capital of 2022 extended to 2023) is as follows: Dien Bien 50%; Hoa Binh 55%; Quang Binh 57%; Ha Tinh 42%; Quang Nam 53%; Dak Nong 57%...
At the meeting, provincial leaders reported on the disbursement results of capital for implementing the national target program in their localities; difficulties and obstacles affecting the disbursement progress and presented key solutions, recommendations and proposals to speed up the disbursement progress in the coming time.
On behalf of the leaders of Ha Tinh province, Vice Chairman of the Provincial People's Committee Tran Bao Ha reported on the difficulties leading to low disbursement rates of capital sources to implement national target programs.

Specifically, for development investment capital, to implement the clean water criteria according to the Project for the province to meet new rural standards, Ha Tinh has allocated 50% of the central budget development investment capital to support investment in 20 centralized water supply projects in the area. However, the investigation, survey and assessment must be carried out carefully; at the same time, the central budget only supports a maximum of 75%, the rest is mainly mobilized from contributions from people benefiting from the project, so there must be an investigation and survey of the number of people participating... leading to the project dossier taking a long time.
In addition, additional capital in 2023 to implement the investment program to develop the new grassroots health network was assigned by the Central Government on October 22, 2023.
Regarding the capital for the National Target Program on New Rural Development, the capital in 2023 will mainly be allocated to implement specialized programs. The implementation process takes many steps, affecting the progress of implementation and disbursement of capital.
With the National Target Program on Sustainable Poverty Reduction, the funding source to support vocational training for rural workers, workers from poor households, and households that have just escaped poverty in 2022 and 2023 has not been disbursed because the current demand for vocational training among workers is not high. In addition, the Ministry of Labor, Invalids and Social Affairs has not yet issued criteria to identify low-income workers, so there is no basis for reviewing and implementing support.
Regarding the tasks in the coming time, Ha Tinh continues to strictly implement the Central's instructions; assign the standing agencies of the national target programs to strengthen inspection and supervision of each program to be resolute in directing implementation and disbursement. Direct localities and investors to focus on removing difficulties and obstacles, and have specific solutions to speed up the implementation progress and disbursement of capital plans for national target programs in 2022 and 2023. Strive to disburse 100% of the 2022 development investment capital plan by the end of 2023, which is extended to 2023.

Ha Tinh also requested the Ministry of Labor, Invalids and Social Affairs to soon issue guidelines and criteria for identifying low-income workers to have a basis for allocating and disbursing implementation funds; requested the Government not to assign details to projects and fields for the career funding source of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas and the National Target Program for Sustainable Poverty Reduction, in order to create flexibility for localities in implementation.
At the same time, the Deputy Prime Minister is requested to pay attention to and direct relevant ministries and branches to create favorable conditions and propose to the Government and the Prime Minister to consider supporting Ha Tinh with funding to complete 7/10 provincial-level criteria that are still facing difficulties in mobilizing resources in implementing the pilot project for the province to meet new rural standards.
Concluding the meeting, Deputy Prime Minister Tran Luu Quang requested localities to seriously and resolutely implement a number of key tasks; continue to review and handle difficulties and obstacles of localities; exchange and learn from experiences of localities that have done well in disbursement; promptly report and propose to the Government, ministries and branches on issues beyond their authority that need to be resolved.

The Deputy Prime Minister also noted that, in addition to accelerating the disbursement progress, localities must pay attention to the quality of implementation of national target programs, improve the quality of investment and support. Ministries and branches should be more proactive in coordinating and supporting localities to keep up with the disbursement progress of the whole country; and promptly complete related criteria to facilitate local implementation.
Receiving the direction of Deputy Prime Minister Tran Luu Quang, Vice Chairman of the Provincial People's Committee Tran Bao Ha requested departments, branches and localities to focus on implementing tasks to speed up the disbursement progress. Accordingly, the Provincial Agricultural and Rural Development Construction Investment Project Management Board and the Ha Tinh Center for Clean Water and Rural Environmental Sanitation were assigned to start construction on schedule for completed bidding projects to ensure disbursement of capital in 2022 before December 31, 2023; the Provincial Agricultural and Rural Development Construction Investment Project Management Board urgently completed the dossiers of 14 projects under review, ensuring sufficient conditions for the allocation of capital plans in 2023; the Provincial Civil and Industrial Construction Investment Project Management Board accelerated the progress of preparing dossiers for approval of investment programs to develop the grassroots health network, ensuring sufficient conditions for allocating capital allocated by the Government on October 22, 2023. Disbursement of public funds is still low. Districts, towns and cities are requested to review the contents of slow or unimplemented implementation, clarify the causes for each project and propose solutions to speed up the implementation progress. Contents beyond the authority need to be reported to the Department of Finance and consulted to report to the Provincial People's Committee in December 2023. For provincial-level units assigned to preside over the implementation of a number of contents related to public funds, it is required to speed up the disbursement progress. |
