1. Who are the reserve non-commissioned officers and soldiers?

Non-commissioned officers and reserve soldiers are divided into first-class non-commissioned officers and reserve soldiers and second-class reserve soldiers.

- Non-commissioned officers, first-class reserve soldiers:

+ Non-commissioned officers and soldiers discharged from the army after serving for 6 months or more;

+ Non-commissioned officers and soldiers discharged from combat;

+ Male citizens who have stopped serving in the People's Public Security, and have served for 12 months or more

+ Male citizens who are professional soldiers and have stopped serving in the army;

+ Male citizens who are workers and defense officials who have been transferred from non-commissioned officers and soldiers who have retired;

+ Regular militiamen who have completed their service in the Militia or Self-Defense Force, Mobile Militia, Marine Militia, Air Defense Militia, Artillery, Reconnaissance, Information, Engineering, Chemical Defense, and Medical Forces have completed concentrated training for 3 months or more;

+ Citizens who are second-class reserve soldiers have completed concentrated training for 6 months or more;

+ Citizens who have completed their duty of participating in the Commune Police continuously for 36 months or more.

- Second class reserve soldier:

+ Male citizens who are discharged soldiers and have served in the army for less than 06 months;

+ Defense workers and civil servants not subject to the provisions of Point d, Clause 2, Article 24 of the 2015 Law on Military Service who have quit their jobs;

+ Male citizens who have stopped serving in the People's Public Security after serving less than 12 months;

+ Male citizens who are past military age and have not yet served in the military and performed their duty to join the People's Public Security;

+ Female citizens who have registered for military service as prescribed in Clause 2, Article 12 of this Law.

2. Regime and policies for reserve non-commissioned officers and soldiers

According to Article 51 of the 2015 Law on Military Service, the regime and policies for non-commissioned officers and reserve soldiers are as follows:

During the period of concentrated training, drills, mobilization readiness and combat readiness testing, non-commissioned officers and reserve soldiers and their families are entitled to policies and regimes according to Government regulations.

In case of injury, illness or death while on duty, the individual and his family shall enjoy preferential treatment according to the provisions of law.

3. Which unit is responsible for training reserve non-commissioned officers and soldiers?

Article 37 of the 2015 Law on Military Service clearly states that the provincial military service council has the following obligations:

- Assist the Provincial People's Committee in directing, inspecting, and urging agencies and organizations to carry out military service registration and manage citizens of military service age;

- Prepare citizens for military service, plan to select and call citizens to join the army and perform their obligations to join the People's Public Security;

- Training non-commissioned officers and reserve soldiers and implementing policies and regimes for non-commissioned officers and soldiers in the area;

- Direct and guide the activities of the district-level Military Service Council.

Assist the Chairman of the Provincial People's Committee in reviewing and resolving citizens' complaints and denunciations regarding the implementation of the law on military service.

Thus, according to the above regulations, the provincial military service council is the training unit for non-commissioned officers and reserve soldiers.
