The content of the implementation of determining the Administrative Reform Index in 2024 includes: Evaluation by the Appraisal Council and evaluation through sociological investigation.
Departments and districts self-evaluate and score the results of administrative reform tasks of agencies and units according to the evaluation criteria specified in Decision No. 3598/QD-UBND dated July 10, 2024 of the City People's Committee on promulgating the Administrative Reform Index of departments, agencies equivalent to departments and People's Committees of districts, towns and cities in Hanoi for the period 2024-2030 and according to the guidance of the Department of Home Affairs.
The subjects of the sociological survey for the departments are: City People's Council delegates; heads of specialized departments, heads of branches, heads of boards of the departments; chairmen of district-level People's Committees; citizens and enterprises. For the districts are: City People's Council delegates; directors, heads of departments; heads of specialized departments, captains of the Urban Construction Order Management Team under the district-level People's Committees; chairmen of commune-level People's Committees; citizens and enterprises (business households).
The plan also clearly stipulates the survey method for each subject: Collecting votes online, if necessary, it is possible to combine with direct implementation; integrating from a number of implementation results on measurement, research and analysis of the Satisfaction Index of individuals and organizations with the services of departments and districts in the city in 2024.
Investigation time: In 2024; collect information for each investigation subject depending on the specific situation of the departments and districts.
Evaluation period: Collect information on administrative reform results of departments and districts arising from January 1, 2024 to December 31, 2024.
