In the 2024-2025 school year, Hanoi will have more than 246,000 students entering grade 6, an increase of 58,000 students compared to last year.
On January 2, Director of the Hanoi Department of Education and Training Tran The Cuong said that the number of students entering the first grade next school year will increase. Specifically, the number of children entering first grade increased by 7,000, totaling more than 162,000 students; and the number of children entering sixth grade increased by 58,000, totaling 246,000 students.
The total number of students in the two grades increased by 65,000, while last year this number increased by more than 50,000. The number of new students increased in two years in Hanoi is equivalent to the total number of high school students in many provinces and cities such as Cao Bang, Lai Chau, Ninh Thuan, Gia Lai...

The large and rapidly increasing number of students has put Hanoi under great pressure to improve its facilities to meet the needs of learners. The capital's education sector estimates that each year, the number of students increases by about 50,000-60,000, equivalent to 30-40 schools. However, there is "no more land" in the inner city, and building new schools in the suburbs also takes time.
Meanwhile, according to Circular 18 of 2018 of the Ministry of Education and Training, to meet national standards, schools must have a minimum area of 6 m2/student (inner city) and 10 m2/student (suburban). The area of the playground and practice ground accounts for at least 25% of the total usable area of the school.
Hanoi has repeatedly requested the Ministry to allow the capital to enjoy special mechanisms, including changing the evaluation criteria from land area/student to floor area/student; schools in the inner city area are allowed to add floors and build additional basements.
"This is to exploit and use land funds more effectively, meeting the large number of students," Vice Chairman of the City People's Committee Vu Thu Ha said at the 2022-2023 School Year Summary Conference in August.
At that time, Minister Nguyen Kim Son expressed his support for schools in Hanoi to be built higher to accommodate more students. He said that the Ministry of Construction and the Ministry of Education and Training were working together to amend relevant regulations, creating a legal corridor for schools to improve their facilities. However, he emphasized that whatever is done "must ensure space and safety".
Admissions to primary schools (5-year-olds, grades 1 and 6) in Hanoi are currently organized in two forms, online and in person, usually starting on July 1. The city still applies the principle of admission by region, meaning that students in which ward or commune will be assigned to schools in that area.
In 2023, at some schools, parents lined up overnight to submit applications and register for their children. To end this situation, Mr. Cuong said that from this year, Hanoi will only recruit students online, including private schools.
The Hanoi Department of Education and Training also proposed to renovate and repair 123 public schools under its management from now until 2025. In addition, the city plans to build 16 more schools, including 7 inter-level schools. The total investment for these 139 projects is VND8,526 billion, from the budget.
