Hanoi strives to complete 24 main socio-economic development targets in 2024

The plan aims to overcome limitations and shortcomings in implementing the socio-economic development plan for the first 6 months of 2024; strongly promote growth drivers, mobilize and effectively use all resources, focusing on removing difficulties for production and business, controlling inflation and developing the socio-economy. From there, strive to complete 24 main socio-economic development targets in 2024.

Of which, 5 economic development targets: Gross Regional Domestic Product (GRDP) growth rate reaches 6.5-7%; GRDP per capita reaches 160.8-162 million VND; Realized investment capital growth rate reaches 10.5-11.5%; Total export turnover growth rate reaches 4-5%; Consumer price index below 4%.

14 cultural and social development indicators: Reduce the birth rate of the third child or more by 0.15% compared to the previous year; Reduce the rate of malnourished children under 5 years old by 0.1%; Maintain 100% of communes/wards/towns meeting national health standards; Health insurance coverage rate reaches 94.5%; The rate of workers participating in compulsory social insurance over the working-age workforce reaches 45%; The rate of workers participating in voluntary social insurance over the working-age workforce increases by 2.5%; The rate of subjects participating in unemployment insurance over the working-age workforce reaches 40%; Reduce 380 poor households compared to the beginning of the year; The unemployment rate in urban areas decreases by less than 3%; The rate of trained workers reaches 74.2%; The rate of public schools meeting national standards reaches 78.5%; The rate of households recognized and maintaining the title of "Cultural Family" reached 88%; the rate of villages recognized and maintaining the title of "Cultural Village" reached 64.5%; the rate of residential groups recognized and maintaining the title of "Cultural Residential Group" reached 74%.

5 urban development indicators: The rate of households provided with clean water in urban areas reaches 100% and in rural areas reaches 95%; The rate of domestic waste collected and transported within the day reaches 100% in urban areas and from 95-100% in rural areas; Environmental pollution treatment reaches 100% with newly built industrial clusters and craft village industrial clusters in operation, 99% of hazardous waste is treated, 100% of hazardous medical waste is treated to meet national technical standards on the environment, 40% of urban wastewater is treated; The rate of public passenger transport reaches 22-25%; 40 communes are recognized as advanced new rural areas and 35 communes are recognized as meeting the criteria of model new rural areas.

Regarding implementation solutions: first, ensure stable economic growth of the capital, control inflation; continue to consolidate and promote growth drivers.

Second, focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, improving productivity, quality, efficiency and competitiveness. Promote the development of digital economy, green economy, circular economy, sharing economy, emerging industries and fields, and new business models.

Third, build mechanisms and policies to create momentum for economic and social development.

Fourth, promote the development of urban technical infrastructure; improve the efficiency and quality of state management of planning, land, urban areas and environmental protection.

Fifth, develop cultural and social fields; improve the quality of education and training; develop high-quality human resources associated with promoting research, development and application of science and technology.

Sixth, continue to promote administrative reform, streamline the organization to be lean, effective and efficient; effectively implement the work of preventing and combating corruption, negativity and waste.

Seventh, maintain good foreign affairs; promote investment and trade.

8. Strengthening the work of ensuring social order and safety; fire prevention, fire fighting and rescue for boarding houses and other types of facilities with high risk of fire and explosion; Ensuring national defense and security.

9th, highly focus on overcoming the consequences of storm No. 3 while raising vigilance, closely monitoring weather and natural disaster developments, proactively directing and implementing response work according to authority, ensuring timeliness, effectiveness, and closeness to the actual situation in the city.

The City People's Committee assigns the Heads of departments, branches, and Chairmen of District, Town, and City People's Committees to focus on directing and operating resolutely, flexibly, and effectively the tasks set out in this Plan. Review the progress, evaluate the situation, and results of the Plan's implementation. Regularly take the initiative, closely coordinate, and closely monitor the developments of the world and domestic socio-economic situation, analyze, forecast, and develop scenarios and response plans according to their authority.

In addition, departments and branches, based on their assigned functions, tasks and powers, proactively and actively carry out the tasks assigned by the city and the Prime Minister, especially the tasks in the city's Work Program; promptly complete overdue tasks, immediately overcome the overdue status of assigned tasks. Improve the effectiveness of coordination between departments, branches and localities, ensuring timeliness, synchronization, closeness and efficiency. Strengthen inspection and examination of public services; resolutely rectify and overcome the situation of evasion and shirking of responsibility.
