Hanoi talks about the time to pay master's degree support for 63 teachers

At the press conference on the socio-economic situation in the second quarter of 2024 held on the afternoon of June 26, Thanh Nien reporters mentioned the case of 63 teachers who reported being "skipped" of their master's training support money and asked the authorities to give their views and solutions to completely handle this case.

Deputy Director of the Department of Home Affairs Dinh Manh Hung said that after the revised Capital Law takes effect, the city will carry out related work to pay for master's degree support for 63 teachers.

Meanwhile, Ms. Tran Luu Hoa, Deputy Director of the Hanoi Department of Education and Training, said that implementing Decision No. 432/QD-UBND dated January 21, 2020 of the Hanoi People's Committee on approving the postgraduate training plan targets of agencies and units under the City People's Committee for the period 2019 - 2020, in 2020, the Department of Education and Training was assigned 80 targets for cadres and teachers to study postgraduate with the city's support budget.

After that, the Hanoi Department of Education and Training organized a review and found 63 teachers who passed the exam and met the requirements according to regulations. On February 14, 2020, the Department of Education and Training sent an official dispatch with a list of 63 people and their profiles to the Department of Home Affairs, in which it reported to the City People's Committee to consider sending this group of teachers to graduate school with the city's budget.

According to Ms. Hoa, the decision to send her to graduate school by the Hanoi People's Committee is the legal basis for the Hanoi Fund for Incentives, Encouragement and Talent Training to pay support costs.

"For the 63 cases of managers and teachers mentioned above, the City People's Committee has not decided to send them to study. Therefore, they are not eligible for post-graduate training support from the fund," said Ms. Hoa.

Sharing more at the press conference, Deputy Director of the Department of Home Affairs Dinh Manh Hung said that in order to enjoy incentives, the city has issued a decision on the operating regulations of the Hanoi City Talent Incentive, Encouragement and Training Fund.

Explaining, Mr. Hung said that this is a special policy. In September 2017, the Government issued regulations on training of officials and civil servants. In March 2018, the Ministry of Finance also issued a circular guiding the content and level of expenditure.

Meanwhile, the resolution of the Hanoi People's Council regarding the issue was issued based on the 2012 Capital Law. Currently, the Capital Law is in the process of being amended, so the city has temporarily suspended this policy for review.

"After the revised Capital Law takes effect, it will continue to be implemented. The Hanoi People's Committee will not "skip". Currently, the legal system has changed so it cannot continue to be implemented. The city is directing departments, branches and sectors to review and wait for the revision of the Capital Law to continue implementation," Mr. Hung added.

As Thanh Nien reported, in 2019, the Director of the Hanoi Department of Education and Training issued many decisions on sending 63 teachers from many high schools in the area to study for a master's degree.

After completing the course and completing the application, recently, 63 teachers who were sent by the Hanoi Department of Education and Training to study for a master's degree were "shocked" when the department informed them that the City People's Committee had not decided to grant them training support funding according to regulations.

"During the course of study, we had to spend a large amount of money, beyond the ability of many people to pay. Now the Department of Education and Training only replied that we were not supported because the city did not provide funding, making us extremely confused and disappointed," said a representative of 63 teachers.
