Accordingly, Hanoi strives for the number of private educational institutions to reach 21% and account for 14-15% of the city's total students by 2025.
Specifically, for preschool level, the number of private educational institutions strives to reach 30%, corresponding to the number of children attending school reaching about 30%.
For general education, the number of private schools strives to reach 13%, with the number of primary school students reaching 8%, middle school students reaching 7%, and high school students reaching 40%.
In areas with difficult conditions, the rate of high school students studying in private schools strives to reach 30%.
In the 2024-2025 school year, Hanoi will have about 600 private schools. Of these, there will be more than 100 high schools, enrolling about 30,000 10th graders.

Regarding higher education, the city aims to improve the scale and training quality of the Capital University according to the Project on developing the Capital University of Hanoi to 2030, with a vision to 2045, approved by the City People's Committee.
For vocational education, the target is to have 50% private facilities by 2025.
The city will innovate the mechanism for resource allocation, management, and allocation of the state budget in the direction of the State ensuring investment in essential basic public services, shifting from support for educational institutions to direct support for policy beneficiaries, shifting from support according to the average allocation mechanism to the State ordering mechanism.
Hanoi will also develop and promulgate policies on the rights of teachers and educational administrators working in private schools, ensuring that they are at least equal to the rights of public teachers.
Private educational institutions will be able to access and benefit from ODA aid capital according to relevant laws.
Another notable solution is that Hanoi will create favorable conditions for visas and work permits to encourage Vietnamese and foreign intellectuals, businessmen and enterprises operating in Vietnam and abroad to contribute their efforts, intelligence and finance to the development of education and training in the capital.
The city will gradually pilot investment in the form of public-private partnership (PPP) in education, first of all in projects to develop educational infrastructure.
