Hanoi relocates livestock farming out of the inner city, but 450 households have not been able to relocate. Where is the difficulty?

On June 21, the Hanoi Department of Agriculture and Rural Development held a conference to implement Resolution 02/2020 of the Hanoi People's Council and deploy livestock farming.

According to the Hanoi Department of Agriculture and Rural Development, before implementing Resolution 02 on not being allowed to raise livestock and policies to support the relocation of livestock facilities out of areas where livestock raising is not allowed in Hanoi, the total number of livestock households was 2,599 households with 204,117 livestock and poultry in the inner city, 4 wards of Son Tay town, 6 towns in 5 districts (Dan Phuong, Hoai Duc, Dong Anh, Gia Lam, Thanh Tri).

Up to now, after implementing Resolution No. 02, there are only 450 households raising livestock and poultry (down 82.89%) with 47,203 livestock and poultry (down 77.47%).

The relocation of livestock households out of areas where livestock farming is not allowed has had many positive results such as: Overcoming the situation of small-scale, scattered, low-efficiency livestock farming; reducing environmental pollution, protecting public health, environment, landscape; in line with the general planning of the Capital...

However, there are still difficulties such as: Land allocation and procedures related to the policy of relocating livestock facilities to planned areas are difficult to implement due to complicated procedures and distance from the livestock farmers' residence. Some localities have not given strong direction, and are still considerate and evasive (especially ward-level authorities) in implementing solutions to stop and terminate livestock activities in areas where livestock farming is not allowed.

In addition, the Institute of Animal Husbandry (Ministry of Agriculture and Rural Development) located in Bac Tu Liem district still has a relatively large number of livestock and poultry at the Thuy Phuong Pig Research Center...

Vice Chairman of Long Bien District People's Committee Vu Xuan Truong said that the implementation in the district is still difficult due to the practice of raising livestock using surplus food associated with the living habits of a part of the people, especially people in the Red River delta area, who take livestock as their main source of income. Some types of livestock with high income such as dairy cows in the Duong River delta area (Phuc Loi ward) have encountered difficulties in propaganda and mobilizing households to stop raising livestock.

According to Nguyen Tien Hoang, Head of the Economic Department of Gia Lam District, the propaganda and mobilization of not raising livestock in the area will take a long time and require some specific support mechanisms and policies because in many localities, the main source of income is still from raising livestock. The laborers in livestock households are old, have difficulty changing jobs, and the level of vocational training support is low.

Deputy Head of the Economic Department of Dan Phuong District Nguyen Thi Thu Hien said that the district is building a roadmap to gradually reduce livestock farming, and eventually end livestock farming when it becomes a district. To achieve this goal, the district focuses on developing agricultural production along the Red River and Day River banks, replicating high-tech agricultural models; implementing vocational training well, creating jobs for workers, and shifting the labor structure from agriculture to other industries...

Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said that Hanoi strives to have no more livestock farming in residential areas by the end of 2024, except for raising ornamental animals and experimental animals without causing environmental pollution. To continue effectively implementing the Law on Livestock and Resolution 02, for districts and areas where livestock farming is not allowed, it is necessary to improve propaganda, dissemination, and understanding of the provisions of the law on livestock farming, training on job conversion, and integrating current policies to support livestock farmers in changing jobs...
