TPO - Before the rearrangement of commune-level administrative units, Hanoi had 579 communes, wards, and towns. After the rearrangement, Hanoi has 518 commune-level administrative units, a decrease of 61 units compared to before the rearrangement.
The Hanoi People's Committee has just submitted a document to the City People's Council approving the policy of arranging administrative units at district and commune levels in the 2023 - 2025 period of Hanoi City.
Hanoi People's Committee said that according to the provisions of Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the period 2023 - 2030, Hanoi has 1 district-level administrative unit (Hoan Kiem district) and 173 commune-level administrative units that do not meet the standards and need to be arranged.
Regarding the arrangement plan for district-level units, the city has Hoan Kiem district included in the arrangement. However, due to special factors, the city does not carry out the arrangement for Hoan Kiem district. Because Hoan Kiem district is the administrative, political, economic and cultural center of Hanoi city.

Furthermore, Hoan Kiem district has a stable administrative boundary, formed before 1945, with a rich history, culture, religion, beliefs, customs, practices, geographical location, associated with the historical tradition of the formation of Dai La, Thang Long, Dong Do, and the capital Hanoi.
The Old Quarter consists of 10 wards with a long-standing historical and cultural tradition that needs to be preserved and maintained. The planning around Hoan Kiem Lake is a unique entity, inheriting the history, culture and architecture of the Capital. Since 1995, the Central Government and the City have approved 4 planning projects specifically for this area.
According to the Hanoi People's Committee, before the reorganization, the city had 579 communes, wards and towns. Of which, there were 383 communes, 175 wards and 21 towns. According to regulations, the city had 173 commune and ward-level administrative units subject to reorganization. Of which, 73 commune-level administrative units were subject to reorganization but due to special factors, they were not implemented. In addition, the number of commune-level administrative units subject to reorganization was 15 units.
Recently, districts have implemented plans to arrange commune-level administrative units for the 2023-2025 period.
After the arrangement, the number of commune-level administrative units in Hanoi is 518, including 337 communes, 160 wards, and 21 towns. A decrease of 61 units compared to before the arrangement (including 46 communes and 15 wards).
It is expected that the Hanoi People's Council will consider and approve the plan to arrange administrative units at district and commune levels of the city for the period 2023 - 2025 at the 16th session, held on May 15.
