Recently, Ho Chi Minh City Police have continuously dismantled a series of prostitution rings and gangs with complex, sophisticated and varied operations to deal with the authorities.
A typical example is the famous entertainment spot disguised as Fortune restaurant (No. 1127, Tran Hung Dao Street, Ward 5, District 5) that the Criminal Police Department - Ho Chi Minh City Police recently destroyed.
In the case of dismantling this prostitution ring, the police seized evidence worth more than 21.5 billion VND, considered the largest amount ever, and also clarified that this was illegal profit from prostitution.
The police have clarified that the owner of the restaurant, who is also the direct operator of the prostitution den at Fortune restaurant, is Zhang Lei (48 years old, Chinese nationality). During the inspection, the police seized a number of books and documents showing that in just 10 months of operation (from February to October 2023), this prostitution den had illegally profited about 44 billion VND.
At the restaurant, there are about 200 female waitresses who specialize in serving customers with striptease and are willing to go to nearby hotels to sell sex, for 5 million VND/time or 12 million VND/night. It is worth noting that the above restaurant mainly serves foreign guests.
Not only that, at another place known as the "happy paradise" of Koreans in Ho Chi Minh City that the Criminal Police Department destroyed in the last days of 2023, was the JOY restaurant (at 165/76-78 Nguyen Thai Binh, Nguyen Thai Binh Ward, District 1).
The police have clarified that Hwang ChangNam (43 years old, Korean nationality) is the owner of the restaurant. There are 30 rooms designed like karaoke rooms, with about 180 female attendants specializing in striptease and prostitution for 3.8 million VND/time.
To operate in a sophisticated manner, JOY only serves foreign guests, mainly Koreans. In addition, to deal with the authorities, the owner of JOY restaurant also arranges 3-5 security guards to guard the front, a modern sound and light alarm system, etc.
A scout said that because this type of business is super profitable, in the past some foreigners were behind it, hiring Vietnamese people to do business under their names. If they were caught, the employees would suffer. After a period of silence, the foreign bosses continued to hire other Vietnamese people to resume their operations.
More than 2 months ago, the Criminal Police Department also destroyed a "paradise of happiness" for Koreans in Ho Chi Minh City, disguised as the Luxury Business Club restaurant (No. 446 - 448, Pham Thai Buong Street, Tan Phong Ward, District 7, Ho Chi Minh City).
According to the investigation, Son Teaheum (47 years old, Korean nationality) is the real boss and continuously changes legal representatives to Vietnamese hiring directors.
How to organize entertainment for foreigners
Having worked as a senior manager for several entertainment venues for foreigners in Ho Chi Minh City, T. revealed that the foreign owners and general managers of these establishments are often well-connected and have business relationships with their fellow countrymen. At the same time, Vietnamese managers often connect with tour guides and some travel agencies to find customers.
The owners of the establishments often instruct the general managers and Vietnamese managers not to receive Vietnamese guests, unless they are familiar guests or have been introduced. The owners are very sophisticated, directing work through senior managers to arrange for female attendants to receive guests.
T. shared that the female flight attendants do not receive salaries, they only live on tips, and each establishment like this usually has someone in charge of "charming" the labor contracts between the establishment and these long-legged girls to deal with the authorities when they are inspected.
At establishments, flight attendants are often divided into groups, using numbers. Specifically, number 1 is for overnight guests, number 2 is for returning home immediately, and number 3 is for sitting and serving, not for guests. T. also confirmed that most female flight attendants are for guests, while the remaining few have boyfriends. The average amount of money each flight attendant earns is from 130 to 150 million VND/month.
Having managed a team of hundreds of waitresses at each entertainment establishment for foreigners, T. revealed that these venues have strict regulations for female waitresses. When meeting body requirements, they are required to wear 2-piece outfits, see-through clothes... and are able to drink alcohol.
Specifically, when customers come in, in addition to pampering them by… resting their arms, the female attendants must serve them by stripping. If customers want to go to the end, they must… ask permission and “pay” the “madams” to arrange for the female attendants to go out and sell sex.
From the prostitution dens serving foreigners that were busted, the police clarified that the venues often organized several luxury cars to pick up guests and female attendants to the "fun" landing area, which was carefully arranged in high-end apartments, condominiums, villas, and private houses with security guards.
In the report of Ms. Huynh Le Nhu Trang - Deputy Director of the Department of Labor - Invalids and Social Affairs sent to the People's Committee of Ho Chi Minh City in September 2023, there were some shortcomings, difficulties and obstacles in the work of preventing and combating prostitution in the area. Specifically, the mastermind and leader (owner of the establishment) does not actually appear directly but hires someone to manage, operate, and organize the prostitution ring. Therefore, when discovered, the owner often does not appear at the establishment or, if he does, does not admit to harboring or brokering prostitution, but often blames the manager or employees for engaging in prostitution on their own... In fact, owners of sensitive service establishments all “secretly advocate” or intentionally encourage, or even “give the green light” to employees to use prostitution to conduct business in order to attract customers and increase income. Therefore, it is very difficult to handle these subjects if they cannot prove that they share in prostitution, pornography, aphrodisiac activities, etc. Furthermore, the organizers and brokers of prostitution do not directly share the money from buying and selling sex, but instead subtly transform it into many other fees such as: loans, job referrals, fines for absence, gifts... to cover up their actions, making it difficult for the authorities to investigate and handle the matter. When inspected by authorities and discovered to be engaging in prostitution, service businesses often avoid paying fines and enforcing decisions by changing the name of the person in charge, changing the business license or the form to continue operating. |
