This is a prostitution den disguised as JOY restaurant (at 165/76-78 Nguyen Thai Binh, Nguyen Thai Binh ward, district 1).

On January 1, the Criminal Police Department - Ho Chi Minh City Police announced that it had urgently arrested 5 subjects: Hwang ChangNam (43 years old, Korean nationality, restaurant owner), Jung JongPil (Korean General Manager), Cao Phuong, Nguyen Hong Nhung, Tran Tien Trung (Vietnamese General Manager) for the act of "Prostitution Brokerage".

It is known that through professional work, the Criminal Police Department discovered a prostitution den known as a "paradise" for foreigners, mainly for Korean guests at the JOY restaurant in the city center.

The Criminal Police Department focused on investigating and clarifying that JOY restaurant has been operating since July 2023, owned by Hwang ChangNam and directly managed all activities.

The restaurant has 30 rooms that operate karaoke without a license. Notably, JOY restaurant only serves foreign guests, mainly Koreans.

When customers have a need, the Korean and Vietnamese general managers will send the models to sell sex for 3.8 million VND/time. This restaurant has about 180 female waitresses who will sit in the rooms to serve customers and are ready to serve customers at nearby hotels.

These waitresses attract customers by performing stripteases. JOY restaurant also advertises attractively: Luxury cars to pick up and drop off customers, beautiful young waitresses to serve them “to the end” and a commitment not to be checked by the police.

It is worth mentioning that to deal with the authorities, JOY restaurant always has 3-5 security guards in front of the gate to strictly guard, the restaurant door is always closed, only opens to welcome guests in and then closes. The restaurant also has an alarm system such as: walkie-talkie, warning lights, automatic sound and TV off.

That is why the entertainment spot disguised as JOY restaurant is also known as a "paradise" for foreigners, mainly Koreans. This place is crowded with customers, always overloaded and fully booked.

From that investigation, the Criminal Police Department has established a special project to combat and eliminate this evil hotspot.

On December 30, 2023, the Criminal Police Department coordinated with other professional departments and District 1 Police to suddenly raid JOY restaurant.

During the inspection, the police discovered many documents related to prostitution, recording the restaurant's female attendants selling sex to customers.

At the same time, other working groups conducted administrative inspections at Akoya Hotel (Ly Tu Trong Street, Ben Thanh Ward, District 1) and Sunrise Cityview Apartment (Nguyen Huu Tho Street, Tan Hung Ward, District 7), discovering 3 female attendants, through the mediation of the restaurant manager, selling sex to customers.

It is worth mentioning that when the police raided, the owner of Hwang Changnam restaurant and two Vietnamese general managers, Cao Phuong and Nguyen Hong Nhung, heard the information and fled. The three subjects traveled through many provinces and cities such as Dong Nai, An Giang, Can Tho, Dong Thap... However, the task force of the Special Investigation Committee followed their tracks and arrested them.

At the police station, the owner of JOY restaurant and related subjects admitted their actions and stated that they had illegally profited about 20 billion VND from prostitution activities at the restaurant.

From that basis, the Investigation Police Agency has urgently arrested 5 subjects for the act of "Prostitution Brokerage" and is continuing to expand the investigation.

It is known that in the last days of 2023, the Criminal Police Department has dismantled many prostitution rings and gangs operating in the area. Currently, the Ho Chi Minh City Police Department continues to direct forces to resolutely fight all types of crimes in Ho Chi Minh City in general and prostitution crimes in particular.
