From the “hot” direction of the Provincial People’s Committee on removing difficulties in implementing industrial cluster (IC) projects, sectors and localities are actively taking part in removing obstacles in planning, investment procedures, especially land use indicators. This determination has initially had the effect of removing difficulties, bringing a number of ICs into the implementation phase.
In March 2024, Thanh Hung Group Company Limited started the Ngoc Vu Industrial Park Project in Thieu Ngoc Commune (Thieu Hoa). With a total investment of 350 billion VND, this industrial park aims to attract investment in factories in the fields of footwear, garment, interior, electricity, electronics, mechanics, agricultural processing, animal feed, etc. When this industrial park comes into operation, it will, together with Van Ha Industrial Park, Hau Hien Industrial Park and Van Ha Industrial Park No. 2, meet the demand for "clean" infrastructure for industrial projects that are moving to the vicinity of Thanh Hoa City; at the same time, increase revenue for the budget and contribute to creating development momentum for Thieu Hoa district.
Located in a very convenient location for trading activities - Long Anh ward (Thanh Hoa city), the Northeast Industrial Park of Thanh Hoa city, which was newly started in May this year, is also expected to become an attractive address, creating a new economic space to attract large investors, using modern technology. According to the investor of this technical infrastructure project, Hop Luc Joint Stock Corporation, the planning of industries in the field of using high technology, supporting industries such as manufacturing components for the assembly industry, electrical and electronic spare parts, manufacturing mechanical equipment, phone components... is very convenient for businesses to connect with existing partners. Therefore, Hop Luc Joint Stock Corporation is aiming to call for projects using modern information technology systems, clean energy, smart digital management, environmentally friendly wastewater treatment systems to ensure green, modern and friendly standards.
According to the Department of Industry and Trade, since the beginning of 2024, with the drastic participation of sectors, levels and localities, investment activities in developing industrial parks have begun to show more positive signs. In 2024, Thanh Hoa has started construction of 3 industrial parks, and established Thuan Loc Industrial Park (Hau Loc). Localities have also updated construction plans and land use plans in accordance with the industrial park development plan; allocated and adjusted, supplemented land use targets for industrial parks that have been decided to be established by the Provincial People's Committee and supported the implementation of necessary procedures for implementation.
The determination of specific land prices as a basis for granting Land Use Right Certificates (LURCs) has also been actively implemented. Up to now, industrial parks have been granted LURCs and are investing in infrastructure construction such as industrial parks: Thai Thang (Hoang Hoa); Thuong Ninh (Nhu Xuan); Industrial Park No. 1 Quan Lao Town (Yen Dinh); Dien Trung Industrial Park (Ba Thuoc); Phase 1 of industrial parks: Hoa Loc, Bac Hoang Hoa, Tien Loc Craft Village. Some industrial parks have determined land rental prices and are applying for LURCs such as industrial parks: Xuan Lai, Dong Van, Hoa Loc, Tuong Linh. Some industrial parks are determining land rental prices as a basis for granting LURCs such as the industrial park in the Northeast of Thanh Hoa City, industrial parks: Vinh Minh, Tho Nguyen, Cam Son, Tu Sy.
According to the Prime Minister's "Thanh Hoa Province Planning for the 2021-2030 period, with a vision to 2045", by 2030, the whole province will have 115 industrial clusters, with a total area of over 5,267 hectares. The "sluggish" investment in infrastructure of industrial clusters was a "hot topic" in the parliament at the 17th Session of the 18th Thanh Hoa Provincial People's Council held in December 2023.
According to the Department of Industry and Trade, by the end of September this year, out of 44 industrial parks under investment with a total area of 1,557.62 hectares, 2 industrial parks have completed infrastructure investment and attracted secondary investment projects; 3 industrial parks have completed phase 1 infrastructure, eligible to attract secondary investment projects into the industrial parks; 20 industrial parks have completed site clearance for the entire project or in phases, and have been leased land by the Provincial People's Committee; have been granted or are in the process of granting land use right certificates; 10 industrial parks have been leased land, are investing in the entire industrial park infrastructure or are applying for construction permits to invest in infrastructure...
It is known that according to Plan No. 36/KH-UBND dated February 2, 2024 of the Chairman of Thanh Hoa Provincial People's Committee on implementing tasks and solutions to accelerate the progress of investment in technical infrastructure of industrial parks in the province, in addition to directing solutions to overcome the spirit of "5 - 5 - 3" (investors submit procedures to request opinions at the district level for resolution within 5 days; procedures and problems sent to departments and branches need to be resolved within 5 days and departments and branches sent to request opinions from Thanh Hoa Provincial People's Committee will respond and resolve within 3 working days), Thanh Hoa province clearly stated that it will resolutely revoke projects that are behind schedule due to investors not having enough capacity or not focusing resources to accelerate the progress of construction of technical infrastructure of industrial parks.
