On November 9, the leader of the Department of Education and Training of Thua Thien-Hue province said that there was no requirement for schools to register for online English courses as the online community had reacted.
This person explained that the People's Committee of Thua Thien-Hue province issued Official Letter No. 8605 on August 16, introducing schools in the province to participate in the special IT and foreign language scholarship program for high school students online. Based on this official letter, on August 31, the Department of Education and Training continued to issue documents to the Departments of Education and Training and affiliated schools.
However, the content of the document only requested units to study this program to organize implementation and register to participate, but did not require it. After the time the Department of Education and Training issued the document, no school registered to participate because there was no need.

Previously, in mid-September, an account named TH posted an article titled "Linking tutoring and instructions for air conditioning" on social media.
Specifically, TH expressed its indignation at the written directive dated August 31 of the Department of Education and Training of Thua Thien-Hue province, pointing out the shortcomings of the online English course called "scholarship" introduced by the Department of Education and Training.
The account also provided evidence, "exposing" the center hosting the online course, T. Academy Company Limited, for providing unreasonable and inconsistent information.
Specifically, on July 18, this company sent a document to the People's Committee of Thua Thien-Hue province to introduce its "achievements" with the content: "In the 3 years of 2020, 2021, 2022, T. Academy has implemented programs for 10,000 schools, 20,000 educational leaders and managers, 100,000 teachers and over 1 million participating students". But in fact, if you look up the tax code, this company has only just registered its business since January 31, 2023.
Furthermore, in a document sent to the Chairman of the People's Committee of Thua Thien-Hue province, T. Academy stated: "The cost of the 3-month course is 1 million VND/student. However, the academy grants a 90% scholarship, each student must pay 100,000 VND."
TH's account also pointed out that the amount of 100,000 VND is very similar to many other documents sent to schools in many localities across the country; in which the content and reason for collecting the fee are not the same.
Also according to TH, a college in Ho Chi Minh City also posted a course of T. Academy , with a tuition fee of 5 million VND/student. However, students only need to pay 100,000 VND for printing and delivery of certificates... In the document sent to the Chairman of the People's Committee of Bac Kan province, this center when introducing the course only wrote: "The cost is 100,000 VND for one student (including training fee + certificate + delivery) to register".
TH account stated: "The rampant phenomenon of extra teaching and learning, especially this form of association from the leaders, is seriously destroying the educational environment. The leaders cannot continue to arbitrarily 'nod' and grant permission...".
