At the reception, the two Heads of the delegations of young officers from the Vietnam Coast Guard and the Chinese Coast Guard reported to the Commander about the activities that will take place within the framework of the program. Major General Le Quang Dao was pleased to know that the delegation of young officers from the Chinese Coast Guard highly appreciated the preparation work for the exchange with rich content and the thoughtful reception of the host Vietnam.

On this occasion, Colonel Cam Vu, Deputy Director of Political Department of the Chinese Coast Guard, Head of the delegation of young officers of the Chinese Coast Guard, delivered a congratulatory letter from the Director and Political Commissar of the Chinese Coast Guard to the Commander and Political Commissar of the Vietnamese Coast Guard on the occasion of the anniversary of Vietnam's National Day (September 2), the 25th anniversary of the founding of the Vietnamese Coast Guard (August 28) and organized an exchange program.

Comrade Cam Vu affirmed that, with the strategic direction of the leaders of the two Parties and two countries, the practical bilateral cooperation between the CSBs of the two countries has achieved many outstanding results, and the bilateral relationship has developed sustainably.

The Joint Statement on further deepening the Vietnam-China Comprehensive Strategic Cooperative Partnership in the new situation, typically cooperation in law enforcement at sea between the Coast Guards of the two countries, good control of disagreements at sea, and maintenance of peace and stability at sea, has clearly indicated the direction and requirements for cooperation between the two forces.

On that basis, in recent years, the Coast Guards of the two countries have actively carried out activities in areas such as high-level talks, joint patrols, sharing information on illegal fishing vessels, sending congratulations to each other at important times, etc., contributing to realizing the directives of the two countries' senior leaders.

The third exchange of young CSB officers between the two countries is the first direct bilateral exchange program after the Covid-19 pandemic. This is an opportunity for young CSB officers of the two countries to get closer, promote cooperation and friendship in the coming days.

Colonel Cam Vu affirmed that the visit to Vietnam this time by the delegation of young officers of the Chinese Coast Guard is the result of the attention of the leaders of the two countries and always attaches importance to promoting the relationship between the Vietnamese Coast Guard and the Chinese Coast Guard. The young officers of the Coast Guard of the two countries need to promote a sense of responsibility, perform state duties, be good at their profession, promote their active contribution to protecting maritime security in the region, enhance their capacity and expertise, and propose new solutions to maintain peace and security at sea.

The Commander of the Vietnam Coast Guard affirmed that the Party, State and Army of Vietnam always attach importance to and determine the neighborly relationship, traditional friendship and comprehensive strategic cooperative partnership with China as the top priority in Vietnam's foreign policy.

He expressed his hope that in the coming days, the delegation will have good and memorable experiences in Vietnam; thanked the Director and the Political Commissar of the Chinese Coast Guard for sending congratulatory letters. He said that after the Young Coast Guard Officers Exchange, the Vietnam-China Border Defense Friendship Exchange will take place, along with other activities, which will serve as a premise to promote further cooperation.

Wishing the exchange program a great success, Major General Le Quang Dao affirmed that the 3rd exchange of young officers of the Coast Guard of the two countries has important significance, contributing to the success of high-level exchange activities between the two Parties and two States.

Thoroughly implementing the guidance of the leaders of the Party and State of Vietnam and China, the two sides have well implemented the cooperation contents according to the agreed minutes. Since the Covid-19 pandemic, the Coast Guards of the two countries have had many practical cooperation activities. At the end of 2022, the Commander of the Vietnam Coast Guard and the Director of the Chinese Coast Guard had the 6th meeting; successfully organized the first Vietnam Coast Guard and Friends Exchange in Vietnam. For the first time, after 25 patrols, the Commander of the Vietnam Coast Guard and the Director of the Chinese Coast Guard participated in a joint patrol in the Gulf of Tonkin. During the 4 days at sea, the two sides held 2 high-level talks, agreeing that the Coast Guards of the two countries must regularly exchange and maintain security and order in the managed sea areas.

The Commander of the Vietnam Coast Guard said that in the following patrols, the two sides will organize joint exercises on combating and preventing crimes at sea, conducting rescue exercises at sea, protecting the marine environment, and educating fishermen of the two countries on protecting the marine environment. The Coast Guards of the two countries are responsible for educating and protecting fishermen of the two countries to go out to sea, treat fishermen humanely at sea, and educate fishermen to respect each country's waters and fish legally in their own waters.

Major General Le Quang Dao emphasized: "We are a law enforcement force at sea, so exchanges between the two forces to strengthen sentiments, solidarity, and mutual assistance in performing tasks at sea are very necessary." He said he would propose to the Director of the Chinese Coast Guard to organize an annual rotational exchange of young officers between the two countries; he believes that this exchange will be a great success, contributing to spreading throughout the two forces the determination to successfully complete the cooperation contents directed by the leaders of the Coast Guards of the two countries.
