Vietnam and China Coast Guards strengthen cooperation, promote law enforcement at sea

On December 16, the 8th Vietnam - China Coast Guard Working Conference took place in Hanoi, aiming to promote cooperation in maritime law enforcement in the region between the two forces. This activity is within the framework of the 2nd "Vietnam Coast Guard and Friends" exchange program.

The conference was co-chaired by Lieutenant General Le Quang Dao, Commander of the Vietnam Coast Guard and Major General Uat Trung, Director of the China Coast Guard.

According to Lieutenant General Le Quang Dao, the exchange program not only promotes the relationship between the Coast Guard forces of the two countries but also creates new momentum to contribute to enhancing understanding, trust, and mutually beneficial cooperation between the two Parties, two States as well as the long-standing friendship between the people of Vietnam and China.

At the program, the two forces exchanged and studied important common perceptions after the historic mutual visits of General Secretary and President of China Xi Jinping (December 2023) and General Secretary and President To Lam (August 2024); Prime Minister Pham Minh Chinh (June 2024) and Chinese Premier Li Qiang (October 2024). Thereby, the two Parties and two States established a new position for bilateral relations, building a "Vietnam - China Community of Shared Future of Strategic Significance" with the connotation of "6 more", marking a new milestone in the development process of relations between the two countries.

The two sides agreed that 2024 would be a successful year of cooperation between the two forces. In addition to fully implementing the cooperation activities identified in the annual cooperation mechanism, such as: Sharing information through contact points; organizing joint patrols in the waters adjacent to the demarcation line of the Gulf of Tonkin; exchanging young officers. In particular, in 2024, the two sides also successfully organized new cooperation activities: The first exchange of high-level party and political work; joint patrols to prevent and combat crimes from points 1 to 9 on the demarcation line of the Gulf of Tonkin; joint training to prevent and combat crimes in the sea area of ​​Mong Cai (Quang Ninh, Vietnam) - Fangchenggang (Guangxi, China).

In 2025, the Coast Guard forces of the two countries hope to continue to strengthen cooperation activities such as: strictly maintaining monthly notification of the situation of fishing vessels of the two countries illegally exploiting seafood in the Gulf of Tonkin; increasing information sharing related to law enforcement at sea; sending congratulatory letters, sharing and encouraging each other; promptly agreeing on handling incidents arising at sea, together maintaining a secure, safe environment, and respecting the law at sea.

At the same time, two joint patrols were conducted in the waters adjacent to the demarcation line of the Gulf of Tonkin; Chinese Coast Guard ships visited Vietnam; the second exchange of party and political work between the Vietnam Coast Guard and the China Coast Guard in China; the fifth exchange of young officers between the Vietnam Coast Guard and the China Coast Guard in Vietnam; and joint exercises to prevent and combat crimes at sea in the Mong Cai (Vietnam) - Dongxing (China) area were held.

Speaking at the conference, Major General Uat Trung said that the contents agreed upon by both sides contributed to consolidating and fostering close cooperation, deepening the increasingly effective maritime law enforcement cooperation mechanism between the two forces, and being a bright spot in maritime law enforcement cooperation in the region. The 9th Vietnam - China Coast Guard Working Conference is scheduled to be held in China.

Major General Uat Trung affirmed that the Chinese Coast Guard in particular and the Chinese Party and State in general always attach importance to the cooperative and friendly relationship with Vietnam. The tradition of cooperation and friendship that the two countries' predecessors have worked hard to cultivate is a valuable common asset that the two Parties, two countries and two forces need to inherit and promote.
