Assign the Vietnam Road Administration to manage road infrastructure assets on the Vinh Hao

The Ministry of Transport has just issued Decision No. 615/QD-BGTVT dated May 17, 2024 "On the assignment of management of road infrastructure assets under the management of the Ministry of Transport".

Accordingly, the Ministry of Transport assigned the Vietnam Road Administration to manage road infrastructure assets of expressway sections and routes formed from the Vinh Hao - Phan Thiet section investment and construction project, part of the project to invest in the construction of a number of road sections on the North - South expressway in the East phase 2017 - 2020 under the management authority of the Ministry of Transport.

According to the Decision, the Vietnam Road Administration is responsible for managing, exploiting and maintaining the assigned assets in accordance with the provisions of Decree No. 33/2019/ND-CP dated April 23, 2019 of the Government and relevant legal provisions; implementing the handover, receipt and accounting of asset increases in accordance with regulations. The handover and receipt of assets is made in a Minutes according to Form No. 01 specified in the Appendix issued with Decree No. 33/2019/ND-CP dated April 23, 2019 of the Government.

During the exploitation process, coordinate with the Investor and relevant units to monitor the implementation of the contents stated in Section 2, Part III of Notice No. 06/TB-HDKTNN dated January 15, 2024 of the State Inspection Council on construction acceptance work for the results of the Investor's acceptance inspection of the Vinh Hao - Phan Thiet construction investment component project under the Project to build a number of expressway sections on the North - South East route in the period of 2017 - 2020. For assets that do not meet the conditions for asset handover for exploitation according to regulations, the Vietnam Road Administration shall report to the Ministry of Transport to assign asset management after the competent authority approves the acceptance results and puts them into operation according to regulations.

Timely accounting for asset value adjustments according to the decision approving the final settlement of the completed project or when there are changes or adjustments from the competent authority.

The decision takes effect from the date of signing.
