Maximize the scope of administrative procedure reception
Hanoi builds a Public Administration Service Center operating on the basis of the City's Administrative Procedure Information System connected to the National Public Service Portal, national databases, specialized databases, and shared platform systems.
The public administrative service center will help maximize the scope of receiving administrative procedures at one location in the direction of receiving administrative procedure records and public services regardless of administrative boundaries; reduce individual one-stop-shop units at state agencies, ensuring that every citizen can access public services provided within a radius of less than 30 minutes or within a radius of no more than 5 km, serving 24/7.
With that goal, Hanoi City will improve service quality and satisfaction of organizations and individuals in accessing and implementing administrative procedures, in which 100% of administrative procedure records are public and transparent in the process of receiving and handling so that organizations and individuals can monitor, supervise and evaluate; ensuring a unified and synchronized service experience among One-Stop Departments.
The organization and pilot activities of the Center are carried out on the basis of: "Determination to innovate - cautious implementation - feasibility, practicality" with the highest goal of serving people and businesses.
People and businesses will receive quick and effective support.
In the first phase (from October 2024 to the end of March 2025), Hanoi City will only focus on establishing an organizational structure, prioritizing investment in technology development, using a team of experts and scientists; building an internal governance framework; organizing state management activities on administrative procedure control.
The Center's staff includes civil servants and public employees performing administrative procedure control tasks; managing, operating, supervising, and supporting administrative procedure settlement activities; managing the City's Administrative Procedure Settlement Information System; office work, finance, and accounting under the City Public Administration Service Center's payroll.
For personnel working at the Center, in addition to civil servants and public employees on the payroll, based on practical requirements and the nature of the work, priority will be given to the option of signing fixed-term contracts (especially with experts) according to the provisions of Clause 2, Article 15, Law on the Capital 2024 and hiring services according to regulations to ensure that the payroll does not increase in the total payroll of Hanoi City.
According to the assessment of the Hanoi People's Committee, with the pilot model of organization and operation of the Public Administration Service Center in the first phase, the quality of public administrative services has been improved. People and businesses will receive faster and more effective support. The monitoring mechanism and the results of administrative procedure restructuring will optimize processes, reduce waiting time and costs for people and businesses when performing administrative procedures; build trust between people, businesses and the government; minimize negative impacts, create favorable conditions for people and businesses to access public services.
However, digitalization and changes in administrative procedures can make it difficult for people and businesses to get used to and adapt. To minimize the predicted negative impacts, the Public Administration Service Center needs to be cautious in the implementation process; urgently research and analyze the impact factors to propose appropriate solutions, promptly prevent and overcome arising problems, and minimize the impact on people and businesses.
