The Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations to widely propagate and disseminate the Party's guidelines and the State's policies and laws on the settlement of administrative and civil cases related to the field of state management of land and the enforcement of administrative judgments in the locality.
Party leaders at all levels must strengthen public reception and dialogue with the people; direct timely resolution of the people's legitimate and legal rights and concerns.
At the same time, strengthen inspection and supervision; overcome violations and shortcomings in the issuance of administrative decisions and direct strict handling of agencies, organizations and individuals violating in the settlement of administrative complaints, lawsuits and civil disputes in the area.
The Party Committee of the Provincial People's Committee directs the Provincial People's Committee to strengthen close coordination with the People's Procuracy, the People's Court, and the Provincial Civil Judgment Enforcement Department to exchange and grasp information on the process of resolving administrative and civil cases related to the field of state management of land and administrative judgment enforcement.
Leaders of People's Committees at all levels directly participate or send representatives to participate in dialogue sessions, conciliation sessions, and administrative and civil trial sessions under their jurisdiction, and provide complete documents and evidence for the Court to consider and resolve according to regulations.
On that basis, all levels shall rectify violations and errors discovered through court trials; self-inspect and strictly handle violators, those who do not complete their tasks, deliberately avoid or shirk responsibility, prolong the time to resolve cases and incidents, and do not strictly enforce judgments and decisions of the Court on administrative matters, allowing citizens to file complaints and lawsuits beyond their level and prolong them.
In addition, all levels regularly review and recommend to the Supreme People's Court and the Supreme People's Procuracy to consider and resolve according to the procedures of cassation and retrial for administrative judgments that are not feasible, not suitable for practice, not specific, not clear, and difficult to implement.
For administrative judgments that are subject to enforcement but still have problems and difficulties, organizations should promptly make recommendations to competent Courts and the Ministry of Natural Resources and Environment for consideration and issuance of unified guidance documents for enforcement...
