Small and medium-sized enterprises (SMEs), which account for 97% of businesses in Thanh Hoa City, are currently facing many challenges in building corporate culture. However, with flexibility and the ability to communicate directly, SMEs can create a strong corporate culture through defining core values, communicating transparently and encouraging innovation.

Thanh Hoa City is the economic, cultural and social center of Thanh Hoa province. In recent years, the city has always been at the top of the province in terms of the number of newly established enterprises. From 2021 to present, the city has established 6,519 new enterprises, exceeding the target set by Resolution 05-NQ/TU (6,500 enterprises). Nearly 20,000 enterprises have been registered in the city, of which 9,328 are operating enterprises, small and medium enterprises account for nearly 97% of the number of enterprises.
Small and medium-sized enterprises (SMEs) play an important role in the economic development of the city. Their small size in terms of capital and human resources helps them maintain high flexibility, easily adapting to market changes thanks to their quick decision-making process. The relationship between leaders and employees is often close, facilitating direct communication, but access to resources and technology is limited, making it difficult to invest in innovation and human resource development.
SMEs often focus on niche markets or local clients where they can differentiate themselves, but face challenges in retaining talent due to limited benefits and growth opportunities. However, with a strong entrepreneurial spirit and creativity, SMEs are always willing to experiment with new ideas, demonstrating flexibility and enthusiasm in business operations.
To improve business efficiency, it is necessary to build and develop a positive and strong corporate culture. However, the current implementation of corporate culture in Vietnamese SMEs in the city still faces many challenges and limitations.
Due to their small size, these businesses often focus mainly on maintaining business operations and short-term growth, causing the building of corporate culture to not receive due attention. Internal communication in many SMEs lacks transparency and efficiency, leading to information not being communicated promptly and completely.
Furthermore, due to limited financial resources, training activities, human resource development and welfare policy building are often not heavily invested in, making it difficult to retain employees and create long-term commitment.
However, some businesses have recognized the importance of corporate culture and are making efforts to build an open, flexible working environment that promotes creativity to create a competitive advantage in a volatile market context.
In particular, it is necessary to recognize that Vietnamese SMEs have many special advantages in building corporate culture.
With a compact size and simple organizational structure, SMEs can easily adjust core values and cultural policies to suit reality. The ability to communicate directly between leaders and employees helps to convey cultural messages quickly and effectively, creating a close and friendly working environment.
In addition, flexibility in management allows SMEs to quickly test and apply new ideas, creating an environment that encourages innovation. A strong entrepreneurial spirit from the leader often spreads to all employees, helping to build a culture of solidarity and unity towards a common goal.
These factors give SMEs an advantage in building a unique corporate culture that is easily adaptable to market changes.

From the above advantages and challenges, some solutions can be applied to increase the effectiveness of building corporate culture in SMEs in Thanh Hoa city.
First, clearly define vision, mission, and core values.
SMEs need to build and convey core values that are consistent with the company's development goals. These values not only help guide daily operations but also help all employees understand and unanimously pursue common goals, creating a solid foundation for corporate culture.
Second, promote transparent and effective communication.
Internal communication plays an important role in building culture. SMEs need to create an open, transparent communication environment where information is clearly shared between leaders and employees, helping to increase engagement and reduce misunderstandings at work.
Third, continuous training and development of staff.
To build a culture of learning and innovation, SMEs need to focus on investing in training programs for employees. Developing professional skills and leadership capacity helps improve the quality of human resources, while creating a connection between employees and the organization.
Fourth, encourage creativity and innovation.
A successful corporate culture is always associated with innovation. SMEs need to encourage employees to contribute new ideas and experiment with new initiatives at work. This helps the company to be flexible in adapting to the market and maintaining competitiveness.
Fifth, build a friendly and flexible working environment.
A friendly, supportive and flexible working environment is an important factor in building a positive culture. SMEs should create conditions for employees to work comfortably, encourage creativity and cooperation between departments, thereby helping to improve work efficiency and employee satisfaction.
Thus, building corporate culture in small and medium enterprises in Thanh Hoa City plays an important role in the sustainable development of the city. Despite many challenges, SMEs have advantages in flexibility and the ability to communicate directly. Clearly defining core values, promoting transparent communication, investing in human resource training, encouraging creativity and building a friendly working environment will help SMEs create a strong culture, improve work efficiency and maintain competitive advantage.
