Comparing the average test scores between localities aims to compare and contrast the quality of education in each locality with the goals of general education. Localities with high average test scores are localities with good quality of general education, conversely, low average test scores are localities with poor quality of general education.
Compare the total scores of the three compulsory subjects of mathematics, literature, and foreign languages to know the core education quality of each locality. Compare the university admission rate - admission rate of each locality to know the level of post-high school streaming of each locality. Compare the difference between the transcripts and exam scores of each locality to know whether the testing and assessment of students is substantial and consistent with the quality of students.

Benchmarking has provided good indicators for each locality and school, helping localities know their position in comparison, thereby providing solutions to improve the quality of education. In fact, over the past 5 years, many localities have had many solutions to improve their rankings. Therefore, benchmarking also creates motivation to improve the quality of education.
The core and practical benefits of benchmarking are reflected in two main issues: identifying the success factors of other localities; and clearly and fully understanding one's own limitations in order to continuously improve and build a culture of quality.
In addition, comparison in education also contributes to changing education policies. For example, comparing the priority points between regions for different score levels, the comparison results show that at the score level of 22.5 or higher (for a combination of 3 subjects according to the university block), if the priority points are added at the same level, it will lead to unfairness between priority and non-priority groups. From there, the Ministry of Education and Training has adjusted the priority points to gradually decrease from 0.75 points to 0, from 22.5 to 30 points.
Based on comparing the average exam score rankings of each locality over 5 years (2020 - 2024), localities need to review, evaluate, and diagnose the reasons why their units have been successful or have not met requirements for many years.
It is necessary to analyze many aspects and stages from high school grade 10 admission, to teaching and learning innovation, testing, student assessment, the rate of students registering for social science or natural science groups, the quality of the teaching staff, etc. From there, we will understand more deeply and clearly the current state of education quality in our locality. Each Department of Education and Training compares the average rankings of 9-subject exam scores, the average exam scores of each subject of high schools in the area to grasp the quality of education of each school. When we fully and clearly understand the locality and each school, we will have better solutions to improve quality. At the same time, localities need to learn from the success of localities with similar socio-economic conditions.
